- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN THE FEDERAL ACQUISTION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is being procured using full and open competition. All responsible quoters may submit a quotation. The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, Laser Tracker/Coordinate Measuring Machine System to be used in the Center for Neutron Research (NCNR) at NIST, Gaithersburg, MD. The NCNR designs, builds, operates and maintains a suite of cold and thermal neutron scattering instrumentation used in the conduct of material structure research. The instruments which employ cold neutrons for research have the neutrons directed to them via mirrored guides. The alignment of these guides to one another is critical to achieve the optimum transmission of neutrons. The alignment of the guides is impacted by several factors, which include installation accuracy and support stability. The NCNR is under a new expansion directive that will include the construction of a new Guide Hall. This Guide Hall will house at least four (4) instrument guides. The Laser Tracker/Coordinate Measuring Machine (CMM) will be used to align these guides during installation and monitor any shift in position due to floor settling in the future. The accuracy of the Laser Tracker/Coordinate Measuring Machine will be key to providing the best possible transmission of neutrons through the guides. All responsible quoters shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) each, Laser Tracker/Coordinate Measuring Machine System. The system shall meet or exceed all of the following required specifications: 1. System must have a measurement range of at least 125 feet (38 meters); 2. System must have a horizontal measurement range of plus or minus 180 degrees; 3. System must have a vertical measurement range of plus or minus 45 degrees; 4. System must have an operational temperature range of 20 to 100 degrees Fahrenheit (minus 6 to 38 degrees Celsius); 5. System must have Absolute Distance Meter (ADM) precision, hereafter referred to as accuracy, of 0.001 inches (25 microns) within 50 feet (15.25 meters). Preference shall be given to systems which have an accuracy of 0.001 inches over a longer range, not-to-exceed 200 feet and/or accuracy better than 0.001 inches over the 50 foot range; 6. System must be portable. NIST intends to move the system from guide to guide during testing. Therefore, a system that is required to be bolted or otherwise fixed to the floor, walls, etc., shall not be acceptable; 7. System must have Coordinate Measuring Machine (CMM) capabilities with 3-D Solid CAD Modeling reverse engineering output; 8. System must have CMM measurement range of at least 10 feet (3 meters). LINE ITEM 0002: INSTALLATION: The Contractor shall install the laser tracker system. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, start-up, and demonstration of all minimum specifications. Any specific installation requirements must be discussed with the NIST Technical Contact (to be identified upon award) at least 2 weeks prior to shipment of the instrument from the factory. LINE ITEM 0003: TRAINING: The Contractor shall provide training on-site at NIST Gaithersburg for six (6) NIST personnel. This training may commence immediately upon completion of installation. Training shall include, at a minimum, a thorough demonstration of all equipment functions, equipment operation, data administration, and basic troubleshooting. Installation and training must be scheduled, in advance, with the NIST Technical Contact. To the maximum extent practicable, installation and training shall commence not later than 10 days after delivery. LINE ITEM 0004: WARRANTY: The system shall include a one-year, on-site warranty, at a minimum. Warranty shall cover all parts, labor, travel and software. Updates and version upgrades of the software shall be provided at no extra cost during the warranty period. Delivery terms shall be FOB DESTINATION. Delivery shall be completed in accordance with the Contractor?s commercial schedule. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. Upon completion of installation and demonstration of specifications, NIST shall conduct its own performance check in the NIST laboratory to verify adherence to all required specifications. This performance check may be witnessed by the Contractor. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made to the Contractor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability: Meeting or Exceeding the Requirement, 2) Past Performance, and Price. Technical Capability and Past Performance, when combined, are more important than price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the manufacturer, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, and clearly documents that the offered products meet or exceed the specifications stated above. In evaluating technical capability, strongest consideration shall be given to: (1) Accuracy. Preference shall be given to systems which have an accuracy of 0.001 inches over a longer range, not-to-exceed 200 feet; and/or accuracy better than 0.001 inches over the 50 foot range; (2) The system?s ability to be expanded with respect to add-on performance capability; (3) Warranty exceeding the minimum requirements, including a longer warranty period, preventive maintenance calls included, and/or telephone support during NIST business hours (7:00 AM - 5:30 PM Eastern Standard Time). Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Commercial Items, offerors must complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required. All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses all Line Items; 2) Two (2) Originals of the Technical description and/or product literature. This submission must clearly document that the proposed equipment meets or exceeds all of the minimum specifications identified herein; 3) A description of the proposed warranty; and 4) A discussion of any specific requirements associated with shipping and/or installation of the equipment; 5) A list of at least three (3) references to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. All quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 3:30 p.m. local time on August 9, 2007. FAX quotations shall not be accepted. E-mail quotes shall be accepted. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Carol Wood, Contract Specialist on 301-975-8172. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility.
