- This is a Combined Synopsis-Solicitation, Request for Quotation (RFP) for GSA FSS Schedule Competition to Lease of Digital Mail Metering System Services for the US Department of Labor. This solicitation is for commercial items prepared in accordance with the format in FAR, Part 8.4 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued ? Contractor shall ensure that services to the Department of Labor (DOL) is affective and the contractor operation, including management, supervision, and shall coordinate to ensure that the offeror quote is in accordance with the statement of work and meets DOL need as specified in this RFQ. (c) General format for ?Description.? Contractor shall prepare a clear and concise description of the supplies and/or services that is not unnecessarily restrictive of competition and shall allow a prospective offeror to make an informed business judgment as to whether a copy of the solicitation should be requested including the following, as appropriate: (1) National Stock Number (NSN) if assigned: Not Applicable. (2) SPECIFICATION/DESCRIPTION/STATEMENT OF WORK and whether an offeror, its product, or services must meet a qualification requirement in order to be eligible for award, and identification of the office from which additional information about the qualification requirement may be obtained (see Subpart 9.2): The contractor shall provide a leased digital mail meter equipment and complete operations software, including maintenance services that meet all the requirements cited herein for 21 Department of Labor, Employment & Training Administration (ETA) field office locations (cited cities attached) throughout the United States. The system must include a low volume digital, fast, accurate processing, and user friendly system for each of the 21 areas. The system must be semi-automatic, mixed media feeding that processes, creates postage, and securely seals various sizes of flat and parcel mail, e.g. postcards (up to 5/16? thick), self-sealers, mail of different sizes and thicknesses (up to 3? depth), etc.and envelopes up to 11? x 13?, at a minimum speed of 65 pieces per minute. The system shall be capable of processing sealed and non-sealed envelopes. It shall contain an automatic sensor for selected mail classes and imprinting the correct and most appropriate postage (based on DOL?s USPS, UPS, Fed-Ex Carrier rates and fees). A clear and clean inkjet printing technology also shall be included. The system shall be capable of providing an indication for missed mail pieces to detect unmetered mail.Workstation Interface with the digital meter and a PC must be a part of the mailing system, which includes vendor support to both Vendor and DOL hosting of the system. It must track and report expenses for up to 100 accounts. The system shall be capable of automatic date and time and advance date stamping incoming mail and have a ?Low Postage? and ?Low Ink? warnings. Internal controls within the system must not allow the accidental application of too little or too much postage. A minimum of a 100 lb Differential Scale with DOL Express Carrier Rates also must be included within the system. Postal inscriptions, e.g. Air Mail, Printed Matter, First Class, Priority Mail, Presorted Standard, Presorted First Class, Par Avion, etc. shall be in memory on the proposed system. The system shall have electron digital-information Based indica (IBI) commercial meters with Facing Identification Mark (FIM) compliance. It must be fully meet all OSHA and USPS regulations, requirements, including the latest Indica Technology-IBI, and networking and other security standards.. It must have the capability of downloading data to 3rd party applications and create reports tailored to ETA needs and requirements. The system must be compatible with DOL/ETA network printers and utilize additional printers added to the included PC workstation. Routine Preventative Maintenance is included in the lease cost and a schedule of preventive maintenance activities shall be provided by the vendor. Service calls must be responded to within 4 hours after receiving the call and service must be rendered in a timely manner and completed by a trained technician. Vendor shall have the capability of providing 24 hour, 7 day a week, 365 days a year support. All installation, training of all ETA staffers (located in 21 regional or field offices) responsible for the mail function, software updates, meter rentals, and maintenance fees shall be included in the lease/purchase costs. The vendor shall provide a Demo/Training website for updating and enhanced training needs. (14) In the case of noncompetitive contract actions (including those that do not exceed the simplified acquisition threshold), identify the intended source (see paragraph (e) of this section) and insert a statement of the reason justifying the lack of competition: Not applicable. (15) Insert a statement that all responsible sources shall submit a bid, proposal or quotation which shall be considered by the agency: Offeror shall submit separate bound technical quote and separate bound ITEMIZED cost quote for each item or line item, including the description or salient characteristics, and model and part number, GSA SIN number, copy of the warranty coverage, and any other factors to support each item, (be clear and specific in the technical proposal response) quote shall identify their company?s capability to provide product and services to the Government by the closing date. Offerors submitting proposal in accordance with their GSA schedule contract shall provide a copy of the schedule contract number and shall include the expiration date, price, terms and conditions (the whole or entire schedule contract copy approved by GSA, including the identification of each priced special item number (SIN?s), and modifications identifying any price schedule SIN numbers) and provide it in their business cost/price proposal and the pricing shall be visable to read in the GSA schedule contract or the proposal will be consider unacceptable as follows: Offeror may be considered non-responsive to this RFQ if the contractor fails or do not comply with the requirements to provide a complete RFQ package response to the Government herein. The response shall include information that each item priced is under GSA contract or open market supplies and services to the Government. The cost quote shall outlined pricing as provided in the offeror?s GSA FSS contract. Offeor shall provide a copy of their GSA FSS contract in its entirety for review and verification of the price structure, warranty coverage, description of maintenance schedule, and any other information that clearly outlined that the offeror?s quote submission is in accordance with the price, terms, and conditions as outlined in their GSA FSS contract. Offeror maybe consider non-responsive should their submission is non in compliance with the requirement provided in this Solicitation/Synopsis/RFQ. Additionally, offerors shall provide the names of at least three (3) business references-clients that may be contacted by the Contracting Officer for relevant contracts and sub-contracts within the last three (3) to five (5) years in the submitted quote. The client reference should be on project/work in similar or same nature. You may list federal government, agencies of state and local governments, and commercial customer sources. Documents shall be provided in the offerors technical proposals. Include the name of the contact person and a telephone number for the preferences you provide as follows: 1. Name of contracting activity; 2. Contract and/or BPA Agreement number; 3. Task order numbers; 4. Contract type; 5. Total contract value; 6. Contract work; 7. Contracting officer, telephone number and E-mail address; 8. Program manager, telephone number and E-mail address; 9. Contracting officer technical representative, telephone number and E-mail address; 10. Administrative contracting officer, if different from #9, telephone number and E-mail address; and 11. List of major subcontractors. The Government reserves the right to contact any client concerning the offeror past performance experience and history. (16) If solicitations synopsized through the GPE will not be made available through the GPE, provide information on how to obtain the solicitation: Not applicable. (d) Set-asides. When the proposed acquisition provides for a total or partial small business set-aside, HUBZone small business set-aside, or a service-disabled veteran-owned small business set-aside, the appropriate Numbered Note will be cited: 100% Set-aside small business. Numbered Notes are footnotes to be used by contracting officers to eliminate the unnecessary duplication of information that appears in various announcements.
