- ***Amendment 03 to Combined Synopsis/Solicitation, is here by issued to address Questions and Answers to the Solicitation and to add the statement The Government intends to evaluate proposals and award a contract without discussions with offerors (ex cept for clarifications as described in FAR 15.306(a). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint.*** Questions and Answers Solicitation W911RZ-07-R-0023 1. Q. Will this work provide the opportunity to work under the supervision of, or in collaboration with a registered P.E.? A. No, it will not. 2. Q. The solicitation does not specify the number of copies of the package to be submitted. Do you require just one copy? A. Only one copy is required. 3. Q. Is the total bid price requested on the cover page simply the labor rate to be paid per hour, the price for the base year, or the price for the full term of the contract, including all option years? A. The cover sheet can indicate the price for the base year plus the option years. One of the proposal requirements is to submit a separate price sheet clearly indicating the labor rate per hour to be paid for all hours worked. 4. Q. Would you share the schedule for award and contract start of subject solicitation? A. The anticipated contract phase-in start date would be 19 September, with a performance start date of 25 September 2007. 5. Q. My interpretation of the instructions in the subject combined synopsis/solicitation suggests a time and materials contract. Is that your intent? If not, what type of contract is intended? A. This is not a Time and Materials contract. It is a Firm Fixed Price contract. Work is to be accomplished during an 8 hour day, 40 hours a week. The contractor will be reimbursed for hours worked. 6. Q. Is there a government estimate to be used for travel in our bid? A. No. Travel expenses incurred for conferences, meetings, training, or other authorized travel for the benefit of the Government including airfare/mileage, registration fees, lodging and meals shall be reimbursed by the Government in accordance with th e Joint Travel Regulation (JTR). 7. Q. Is this a new requirement or a renewal of an existing requirement? A. This requirement is a renewal of an existing requirement. 8. Q. If it is a renewal, can you say who the incumbent is? A. The incumbent is SBC Energy & Environment.
