- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE, FAR PART 13 SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2007-18. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is being conducted as small business set-aside. *** ***The National Institute of Standards and Technology (NIST) has a requirement for a high-precision, low-uncertainty wavelength meter for measuring the wavelength of laser beams. It must meet or exceed the following minimum specifications: 1) Useable over the wavelength range ?= 1.6 ?m to 4 ?m . 2) Minimum required optical power of 200 ?W at ?= 2 ?m . 3) Frequency resolution = 10 MHz. 4) Built-in frequency reference with combined standard uncertainty = 60 MHz 5) Update rate >= 1 Hz. 6) USB or GPIB/IEEE 488 interface. **Delivery shall be FOB DESTINATION. All clauses may be viewed at www.acqnet.gov. *** ***QUOTATION SUBMISSION INSTRUCTIONS: Each quote shall include the following: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Firm-fixed-price (FOB Destination), and any discount terms; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; (8) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.
