Description
The U.S. Department of Commerce (USDOC), National Marine Fisheries Service (NMFS), in Boquer?n, PR., intends to award a sole source purchase order to the Puerto Rico National Parks Company (NPC)., to design, and installation of educational signage at 4 public beach facilities, and the purchase and installation of educational equipment t at 5 vacation centers managed by the NPC. The purpose of the project is to orient visitors regarding the importance of coastal zone resources. This project is a continuation of efforts begun in FY05 with NPC at the Boquer?n public beach and vacation center facilities. NPC will develop the art and layout, print the signs and install the signs in highly visible areas within the facilities at each of the specified public beaches. NPC will acquire equipment for the airing of educational videos produced by NOAA Fisheries and Geo Ambiente and install equipment at public beach facilities. This project is being initiated as a component of the National Marine Fisheries Service?s (NOAA Fisheries) efforts on behalf of the Coral Reef Task force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to ?preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment.? NPC is the state agency responsible for managing a total of 12 public beaches in Puerto Rico, including the ones that will be part of this project in terms of installation of signage and other educational resources NOAA does not have... NPC is a state agency created through Law Number 10 of April 8, 2001. The NPC?s sole purpose is to administer and protect areas of high ecological value and to create consciousness in the public of Puerto Rico regarding environmental conservation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Demonstrate familiarity with NOAA?s Coral Reef Conservation Program and the Coral Reef Task Force, and documentation evidencing that the firm is authorized to install signage and equipment on the NPC properties. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding their capabilities and qualifications, references, to demonstrate familiarity with NOAA?s Coral Reef Conservation Program and the Coral Reef Task Force, and documentation evidencing that the firm is authorized to install signage and equipment on the NPC properties.
