- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC), intends to establish a fixed price purchase order to provide training and support for catch at size data for Gulf and South Atlantic king mackerel for the recreational and commercial fisheries on a sole source basis from Ms. Patricia Phares, based on the following: 1) Ms. Phares has unique experiences and qualifications in preparing assessments for this species; The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the Government. Comments and/or responses shall be submitted via e-mail to Ralph.e.yaple@noaa.gov . Interested firms that are capable and available should submit a response that includes, in writing, supporting evidence to include appropriate documentation, literature, and references must be furnished in sufficient detail to demonstrate the high level of proficiency required to comply with the above requirements. This documentation shall include: 1) name and address of firm; 2) size of business: average annual revenue for the past three years and number of employees; 3) ownership: Large, Small, Small Disadvantaged, 8(a), Woman-Owned, and/or Service Disabled Veteran Owned; 4) number of years in business;; 5) technical capability; 6) affiliate information such as parent corporation, joint venture partners, potential teaming partners, subcontractors (if potential prime); 7) a list of customers covering the past 5 years, highlight relevant work performed including a summary of work performed that substantiates the ability to meet the requirements described herein along with, contract numbers, contract types, dollar value for each contract referenced, and a customer point of contact, including phone number. The data submitted shall be limited to no more than five (5) pages. The applicable NAICS code is 541710. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
