Description
The U.S. Department of Commerce (USDOC), National Marine Fisheries Service (NMFS), in St. Petersburg, FL.,., intends to award a sole source purchase order to the County of Palm Beach, in West Palm Beach, FL., to create trend analysis Geographic Information System (GIS) maps. The requirement is for the creation of 2007 seagrass and mangrove GIS maps that depict trends in habitat coverage over a 2001-2007 time series for the Lake Worth Lagoon within Palm Beach County, Florida. This project is part of a larger, on-going effort partially funded by the NOAA Coral Reef Conservation Program (CRCP) in coordination with the Palm Beach County Department of Environmental Resources Management (ERM) to map seagrass and mangrove habitat. Specifically, this project will provide funds for the creation of trends analysis GIS maps. The data layers produced as part of this project will be used by ERM and NOAA Fisheries and other state, federal, and local agencies to affect scientifically-sound management and monitoring of the resources within the Lake Worth Lagoon. This project is being initiated as a component of NOAA Fisheries Service efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to ?preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment.? The GIS data layers that will be created as part of this project will be the intellectual property of the Palm Beach County ERM. The GIS data layers of seagrass and mangrove coverage that will be used to create the trends maps are the property of ERM and contain proprietary information. ERM has the technical capability, staff, administrative resources, equipment, and additional funding, such as from donors like the Lake Worth Lagoon Grant Partnership Program, to complete this project. Further, ERM has the knowledge and experience with environmental resource issues in Palm Beach County that is necessary to ensure the project is successfully executed. Finally, Palm Beach County is contributing $80,000 in in-kind services in the form of software, work station computers, a boat for field verification of GIS maps, and staff time. The completion period of performance is 18 months after the award date. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
