- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to negotiate on a sole source basis with Capital City Technical Consulting, Washington, DC (CapCity) for services to develop a strong, science-based marine science curriculum that has standards based and aligned to the Hawaii Dept. of Education Scope and Sequence. The contractor will provide education planning, research, guidance, and strategic directives to support the delivery of the FY2006 Marine Science Curriculum earmark to the Hawaii Dept. of Education (DOE), including but not limited to, assisting with the coordination of science advisors (Hawaii Institute of Marine Biology); assisting with the creation of an acceptable evaluation program for pilot use working with the Hawaii DOE and the Pacific Resources for Education and Learning (PREL); assisting with work-scope development and delivery timelines; providing guidance and strategic directives to support the completion and delivery of the FY2006 Marine Science Curriculum to the Hawaii DOE; and, provide strategic consultation on organizational planning and educational program implementation. The statutory authority for other than full and open competition is 41 USC 253(c) (1), Only One Responsible Source. Procurement by less than full and open competition is necessary because of CapCity?s direct experience on this specific project which is partially complete. CapCity is the only contractor known to have the direct background and expertise needed to meet the requirements of the statement of work. CapCity has worked directly with PREL, the contractor on the Marine Curriculum project and the NOAA Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS), the original developer of the curriculum project. They are the only known source with the breadth of technical expertise and experience with this ongoing project. The period of performance shall be from September 1, 2007 through July 31, 2008. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 14, 2007. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies. The applicable NAICS is 541990 and the size standard is $6.5 million.
