- ***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Veeco Ion Beam Equipment Inc, of Fort Collins, CO for the purchase of an ion mill to perform multi-layer aluminum fabrication in an already existing e-gun evaporator. ***Sole Source determination is based on NOAA?s requirement for a Direct Flange Mount including; 3cm FC ion beam source, 4 5/8 inch metal seal flange, MPS 3000 FC, pyrolytic graphite two grid system divergent. By incorporating an ion mill into the evaporator will enable to fabricate all aluminum devices using photolithography in combination with e-beam lithography. Veeco is the only vendor that offers an ion mill that meets our technical requirements and is compatible with the IonTech used in the cleanroom. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Documentation should include literature, brochures and such other materials, which correspond to the required items stated herein. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
