- NOAA?s Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Fischer Engineering, Ltd. to perform replacement of fill on the Marley cooling tower at the Estuarine Habitat and Coastal Fisheries Center, located at 646 Cajundome Blvd. Lafayette, LA 70506. Service Contract Act Wage Rate 05-2505 Rev. -5 applies to all work. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (NTE $100K). This notice is issued for information only. NO SOLICITATION IS AVAILABLE. Fischer Engineering, Ltd. is the only authorized Marley service representative in the local Louisiana area. Only authorized Marley dealers can provide this service on the Marley equipment to ensure the current warranty remains in effect. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide these services without any detrimental impact to NOAA?s program may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact within 15 days after publication of this synopsis. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
