Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, Northwestern Hawaiian Islands (NWHI) intends to acquire a Telecommunications Link From Sand Island, Midway Atoll. Introduction The National Oceanic Atmospheric Administration (NOAA) is a United States Federal agency dedicated to understanding and predicting changes in the Earth?s environment and to conserve and manage coastal and marine resources to meet Unites States economic, social, and environmental needs. NOAA is the steward of national coastal and marine environments. In coordination with federal, state, local, tribal and international authorities, NOAA manages the use of these environments, regulating fisheries and marine sanctuaries as well as protecting threatened and endangered marine species. The National Marine Sanctuary Program (NMSP), established in 1972 by the National Marine Sanctuaries Act (NMSA) and administered by NOAA, protects a network of 13 special marine and freshwater areas. The goal of the NMSA is to set aside and manage areas for resource protection, research, enhanced public education, and compatible public and private uses. Management activities for each sanctuary are detailed in site-specific management plans which outline regulatory goals, describe boundaries, and identify staffing and budget needs, set priorities and performance measures for resource protection, research, and education programs. In 2001, NOAA initiated a process to consider designating the waters surrounding the Northwestern Hawaiian Islands (NWHI) as a National Marine Sanctuary. On June 15, 2006, George Bush established the Papah?naumoku?kea Marine National Monument (Monument) by Proclamation 8031 to ensure the comprehensive, strong, and lasting protection of the coral reef ecosystem and related marine resources and species of the region. These waters contain a large portion of all coral reefs found in the United States? jurisdiction and support more than 7,000 marine species, of which one quarter are unique to the Hawaiian Islands chain. The 1200-mile stretch of remote islands, atolls and reefs, is also the most remote archipelago in the world. At a time when ocean resources around the world are in major decline, the designation of the Monument enabled nearly 140,000 square miles of the region to receive the highest form of marine environmental protection in the United States, creating the largest protected marine area in the world. Telecommunications Link From Sand Island, Midway Atoll The Monument is looking to install telecommunications capacity from Sand Island, Midway Atoll for the purposes of telepresence, live video feeds, and web site updates. The Monument is tasked with bringing the wonders of this unique place to the people of the world as opposed to bringing people to the Monument, and access to the Monument is necessarily limited to protect its special habitats and wildlife. One way to bring the place to the people is through telepresence. Using technologies such as virtual field trips, web cameras, video reports from the field, and virtual classrooms, the Monument proposes to bring the unique flora, fauna, and habitats of Midway Atoll into classrooms and households across the world. In developing capacity to meet this aim, careful attention will need to be paid to not have any impact upon the wildlife and their habitats. The U.S. Fish and Wildlife Service currently has a 9 M dish antennae on island that it uses for satellite uplink, and this dish will be used for this contract. Scope of Work Provide proposal for high-speed internet and data connection from Midway Atoll. Provide equipment and services capable of establishing a high speed connection (at least T1, 1.544 MB/S) to the public Internet from Sand Island, Midway Atoll (Latitude:, 28?12'13"N (28.203671). Longitude:, 177?22'46"W (-177.379519). A full duplex connection is desirable since we will be using video conferencing technology. The link should have the capacity to be scaled up, down, activated and deactivated on a minimum of a monthly cycle. We will only need the full T1 capacity three months out of the year, and need either a diminished capacity, or not need the link at all during the rest of the year. A link that provides a pay per use feature as opposed to a regular monthly fee (always on) connection is strongly preferred. Contractor will provide and configure equipment necessary for establishing, and maintaining the connection at each end (i.e. routers, and satellite modems). The contractor will also provide equipment for hardware video compression/decompression so that the best possible video signal can be transmitted over the communications link. Deliverables Provide T1 (1.544 MB/s) or better Internet connection from Sand Island on Midway Atoll for three months. Provide 256 KB/s Internet connection from Sand Island on Midway Atoll for one year. Provide router, satellite modems at either end to maintain connection, as well as Internet security (firewall services) to prevent unauthorized access to equipment on Midway. Provide hardware video compression/decompression equipment to maximize quality of video signal that can be transmitted over the satellite connection. Provide installation and configuration services for the above. The period of performance is from date of award through September 30, 2008. This is a simplified acquisition with an estimated value of less than $100,000
