Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. NOAA, National Marine Sanctuary located in Silver Spring, MD intends to negotiate a sole source contract with Nitrox Solutions Inc for a Water Cooled NITROX Compressor System . Background I. Flower Garden Banks National Marine Sanctuary (FGBNMS) and the National Marine Sanctuary Program (NMSP) are currently in the process of constructing a research vessel, R/V MANTA, to operate in the northwest Gulf of Mexico. This vessel will serve as a multi-purpose research vessel with an emphasis on diving operations. During the solicitation of the construction contract, it was decided that the Nitrox system currently owned by the FGBNMS would be used as the main dive compressor on this vessel. Since that time, similar systems have proven to be a major safety hazard. The combination of high oxygen content and air under high pressures has caused these systems to explode. As this system will be operating in the hull of the vessel, 100 nm offshore, this creates an unreasonable risk. The construction contract already covers the installation of a NITROX system but the system itself is to be government furnished. II. Tasks The FGBNMS and NMSP is seeking to purchase a water cooled NITROX system for installation on board R/V MANTA. This system will include a a high pressure compressor, low pressure compressor, NITROX membrane systems, fill station, storage bottles and a sea water cooled refrigeration system (including two pumps). This system must meet the following requirements. High pressure compressor skid containing; Custom water-cooled Bauer K12-14 block (12 cfm), 7.5 kw, 10 hp, 208/230 or 460 vac, 3 phase, 60 Hz including; 3rd, and 4th stage water-cooled heads 1st, 2nd, 3rd and 4th stage water-cooled intercoolers Stainless steel open vertical frame passivated for corrosion resistance PLC controller Soft Start TEFC motor (enclosed, fan cooled) 60,000 cf capacity filtration system hour meter auto drains four state gauges and oil pressure gauge low oil pressure shut down flow switch NEMA 4X fiberglass electrical enclosure Seawater cooled refrigeration system to cool one K 12-14 high pressure compressor including; Copeland scroll refrigeration compressor 2 HP, 208/230, 3 phase, 60 Hz Cupro-nickel seawater condenser SS flat plate heat exchanger (evaporator). Fresh water circulation pump 1/2 HP, 208/230, 3 phase, 60 Hz Low Pressure Compressor including: Seawater cooled 10 Hp rotary screw low pressure air compressor (35 SCFM @ 145 psig) TEFC motor 208/230 3 phase, 60 Hz Stainless steel open vertical frame passivated for corrosion resistance Soft Start Titanium air and oil coolers for direct seawater cooling Pressure regulator Pressure gauge High Temperature cutout Hour meter Low pressure air filtration system including; 1- water separator 1- 1.0 micron coalecsor 1- chilled water heat exchanger (replaces refrigerated dryer) 1- 0.01 micron coalecsor 1- carbon tower 1- 1.0 micron after filter Nitrox membrane system NSI-6150 (12 CFM @ 150 psig, 115 F, 36% O2) including; Nitrox membrane Temperature controls High limit temperature safety limit controller SS heater assembly with inline inconel firerod heater, 240 vac, 1 phase, 750 watts Oxygen sampling system Oxygen analyzer Flow control NEMA 4X fiberglass electrical enclosure Two (2) each Seawater pump (34 lbs each) and strainer(10lbs each) 3/4 Hp, 208,230, 3 phase, 60 Hz. Fill station and high pressure distribution system including; 2- Stainless steel fill manifolds 4- Bank valves 4- 2-1/2" Bank pressure gauges 1- 2-1/2" Manifold pressure gauge 1- 4" Fill pressure gauge 1- High pressure reducing regulator 1- Oxygen analyzer 4- Fill whips with line valves and Stainless Steel ends 200 Ft- 1/4" OD , 0.049 wall, 316L Stainless Steel tubing All SS fittings and hoses needed to connect the high pressure compressor to the fill station and storage banks A water fall gas storage system including: Four (4) each, Taylor Wharton ultralite cylinder 444 cu ft @ 4500 psig with valves and fittings to connect to the fill station. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Nitrox Solutions Inc without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
