Description
TEXT: This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), on a sole source basis with Pacific States Marine Fisheries Commission for a follow on requirement for research and scientific analysis on the groundfish fisheries with consist of includes an ongoing program to develop the Center?s bycatch reduction research program in accordance with the authority of Magnuson-Stevens Reauthorization Fisheries Management Act of 2006, Pub. 109-479, title II, Section 202. The Fishery Resource Analysis and Monitoring Division (FRAM) of the Northwest Fisheries Science Center (NWFSC) is charged with conducting research and scientific analysis on the groundfish fisheries within the Exclusive Economic Zone (EEZ) off the coast of Washington, Oregon and California. The project objective is to expand the conservation engineering side of the NWFSC?s Habitat and Conservation Engineering (H&CE) group in order to provide an increase in conservation engineering information available to managers and the fishing industry for developing fishing gears to reduce bycatch in the West Coast groundfish fishery. The NWFSC requires on going coordinating collaborative research as well as outreach and education involving the commercial fishing industry in this area of conservation engineering. The Pacific States Marine Fisheries Commission (PSMFC) will be providing a competitively hired fishing gear technician to work with the NWFSC H&CE on an ongoing program to develop the Center?s bycatch reduction research program as well as collaborate directly with other National Marine Fisheries Service and regional academic and state agency gear researchers. The PSMFC will conduct competitive bid process for chartering commercial fishing vessels in support of conservation engineering research. The PSMFC will contribute to the collaboration, outreach and education of the various west coast constituents and interests in sustainable marine resources. The project directly supports the implementation of the NOAA Fisheries National Bycatch Strategy, which includes Regional Implementation Plans that include monitoring, gear research, and outreach and technology transfer action items. The project funding identified for the NWFSC non-observer bycatch reduction research was allocated as part of the FY2007 Magnuson-Stevens Act Reauthorization. The Government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 17 months, commencing at time of contract award. NAICS Code is 541690 with a size standard of $6.5 million. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. All vendors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. Documentation to support the vendor?s capability must be in writing and include the vendor?s name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, etc.; and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the vendor has the experience, knowledge, and capability to perform the services as specified above.
