- The Department intends to issue a purchase order to ProQuest-CSA LLC- Serials Solutions, 300 North Zeeb Road, PO Box 1346, Ann Arbor , Michigan 48106-1346 for subscription, to management services for electronic resources with Ulrich's Serials Analysis system and Ulrichsweb.com and centralized searching for one year; all services are hosted by Serials Solutions and are proprietary. This subscription is to provide access to management services for electronic resources with Ulrich's Serials Analysis system and Ulrichsweb.com and centralized searching of all journal subscriptions and databases subscribed to by the National Library of Education. Providing a central location within the Federal Government for information about education and providing comprehensive reference services on matters related to education to employees of the Department of Education and its contractors and grantees, other Federal employees, and members of the public. Currently Serials Solutions provides the Library with three critical management tools for journals in one coordinated package--Open URL Link Resolver-Article Linker and Full MARC Records Service. This service includes comprehensive MARC records for the Library's e-journal collection; Article Linker which is a full-feature OpenURL link resolver that seamlessly links all of the Library?s resources so customers can get to content quickly and efficiently; and E-Journal AMS (Access and Management Suite) which allows implementation of the E-Journal Portal, with subject browsing, title searching, and a dynamically generated A-to-Z list. The Library will use this resource to improve customer service for all ED staff at their desktop, as well as to manage the Library's journals collection efficiently and effectively. The Library subscribes to no other similar service. This Serials Solutions suite of services operates on proprietary software; Serials Solutions, Inc. is the sole provider. New enhancements include Ulrich's Serials Analysis System, which will allow the Library to compare its serials holdings with similar institutions and therefore, evaluate specific subject areas within the collection and Ulrichsweb.com which is a basic library reference tool that identifies and describes current journal titles worldwide. Because these subscriptions are serviced by ProQuest?CSA LLC- Serials Solutions Division, it is unique to them; they are uniquely qualified to perform the needed work and is the only source that will satisfy ED's requirement. All responsible sources, however, may submit a proposal that shall be considered by the agency.
