- The Department intends to issue a purchase order to Taylor & Francis Group LLC, 325 Chestnut Street, Philadelphia, PA 19106/6000 for subscription, including site license fee, to selected electronic journals for one year; all titles reside on Taylor & Francis Group web site(s) which use a propriety search engine. The purpose of this subscription is to provide access to selected electronic journals for the National Library of Education. Providing a central location within the Federal Government for information about education and providing comprehensive reference services on matters related to education to employees of the Department of Education and its contractors and grantees, other Federal employees, and members of the public. This procurement will acquire access to the following electronic journal titles published by Taylor& Francis, Routledge, Lawrence Erlbaum and Psychology Press, all of which are part of the Taylor & Francis Group. All journal titles are accessible through Taylor & Francis Group Web site(s), using proprietary search engine(s). The Library subscribes to around 700 journal titles, with most procured directly from publishers as individual subscriptions or in education, psychology or other subject area packages, although some are procured from subscription agents, including EBSCO and AOBC. This procurement provides access to selected journals for Library staff to use in responding to reference questions and for ED staff and selected contractors to use to conduct their own searches. Because these subscriptions are serviced by Taylor & Francis Group LLC's services are unique to them; they are uniquely qualified to perform the needed work and is the only source that will satisfy ED's requirement. All responsible sources, however, may submit a proposal that shall be considered by the agency.
