Description
The Department of Health and Human Services, Program Support Center, Division of Acquisition Management on behalf of the Administration for Children and Families (ACF) intends to negotiate on a sole source basis for one base year plus four (4) option years with the American Academy of Pediatric Dentistry (AAPD) to provide dental homes for Head Start and early Head Start Children. The statutory authority for other than full and open competition is 41 U.S.C. 253(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. The Office of Head Start has determined there is a need to establish a national network of dentists that will serve as quality dental homes for Head Start and Early Head Start Children. Limited access to oral health services continues to be identified by the Office of Head Start (OHS), ACF Regional Office, Head Start, grantee and delegate agencies as the top health issue impacting Head Start children and families. The American Academy of Pediatric Dentistry is uniquely qualified to fulfill the tasks of this contract, and we do not believe that there are other potential organizations that possess the skills and resources to perform the tasks that are required for the following reasons: AAPD is the membership organization in the United States representing the specialty of pediatric dentistry, the only recognized dental specialty that focuses exclusively on children. The AAPD represents the oral health interests of children. The pediatric dentist is a recognized primary oral health care provider and resource for specialty referral for young children needing specialized oral health services. The AAPD i advocates policies, guidelines and programs that promote optimal oral health and oral health care for children. The AAPD serves and represents its membership in the areas of professional development and governmental and legislative activities. It is a liaison to other health care groups and the public. AAPD also offers an affiliate membership category for other types of dentists and non dental health care providers interested in oral health care for children, and works closely with other health professional and child advocacy organizations. This contract will establish a National and Regional Oral Health Consultant Pool and Oral Health Expertise to the OHS to develop a national network of pediatric and general dentists comprised of pediatric dentists, general dentists with Head Start experience, or dental hygienists with Head Start experience that will provide dental homes for Head Start and Early Head Start children and families. Additionally, establish a national and regional oral health consultant pool that will provide on-site technical assistance to Head Start grantees and the ACF Regional Offices to: 1)develop a strategy for recruiting and training dentists, and provide on-site oral health expertise, including policy analysis and development, to the Office of Head Start, 2) develop and Implement a Head Start Dental Training Program to train dentists about the oral health requirements of the Head Start program and on working with young children from low-income, culturally diverse families, and 3) develop Oral Health Policy Analysis and Development issues impacting Head Start and Early Head Start children and families. Vendors who are interested in this acquisition should submit a statement of capabilities including detailed documentation supporting its ability to meet the Governments requirement. The statement of capabilities must specifically demonstrate the following: 1. Ability to provide oral health consultant pool comprised of pediatric dentists, general dentists with Head Start experience, or dental hygienists with Head Start experience, that will provide technical expertise to Head Start grantees; 2. Ability to establish a national network of dentists that will serve as quality dental homes for Head Start children; 3. Ability to provide staff that has proven successful academic and professional work experience in the filed of pediatric dentists, general dentists and dental hygienists; and 4. Ability to Develop and Implement a Head Start Dental Training Program suitable for language translation; proven experience in providing and coordinating training and technical expertise to Head Start grantees and the ACF Regional Offices. Failure to submit adequate documentation will result in the Government proceeding with a sole source to the American Academy of Pediatric Dentistry. Responses must be submitted within 45 days from the date of publication of this notice. No solicitation is available. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
