- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The NAICS Code for this requirement is 441310, Automotive Parts and Accessories Stores: Establishments primarily engaging in retailing and installing automotive accessories. This procurement action is being set-aside 100% for small business concerns. The Federal Bureau of Investigation intends to award a firm-fixed price contract as a result of this solicitation. The requirement is for emergency lighting and siren supplies and all associated additional accessories (Quantity of 55 packages). Each emergency lighting and siren package shall include the following: One (1) microphone controlled siren with amplifier and light functions, 100-watt output wail, and tones including priority, air horn, manual, peak and hold; One (1) 100 watt siren speaker installed; One (1) remote siren switch operation within driver?s reach with air horn, wail, yelp, phaser, and manual siren options; (1) remote switch for activating all emergency lighting and strobes within driver?s reach; One (1) LED light stick 12 inches overall, dual operation with one side red and one side blue for rear windshield mounting; One (1) LED light stick 12 inches overall, dual operation with one side red and one side blue for front windshield mounting; Two (2) LED light sticks (one red and one blue) for grill mounting 4 inches overall; One (1) LED Flasher, strobe style, with solid-state, waterproof, and 7 flash patterns including Double, Quad, Quint and Mega Alternating Flash, Double and Quad Simultaneous Flash, and Random; and One (1) 90 watt, 4 head power supply Strobe Kit with two (2) clear strobe tubes to be installed in each headlight. It is further required that the successful offeror be located within 30 miles of the FBI Academy at Quantico, VA. The above described package needs to be installed on a total of 55 government vehicles. Quotes shall include all shipping costs as applicable and all applicable labor charges associated with installation. All deliveries under this requirement will be FOB destination. The due date for responses to this RFQ is on or before August 10, 2007, 10:00 am Eastern Daylight Time. Responses must be marked as follows: "C000997." All correspondence regarding this requirement must be submitted via email to Andrea Campbell. This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-18, effective June 30, 2007. The provision at FAR Clause 52.212-1, Instructions to Offerors (Sept 2006) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to andrea.campbell@ic.fbi.gov." Provision 52.212-2 Evaluation, Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2006) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (Mar 2007), apply to this solicitation.
