- An RFP will be issued for the continued Operation of the Shriver Job Corps Center, in Devens, Massachusetts. Job Corps is a national residential and non-residential training and employment program, Outreach/Admissions and Career Transition Services administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment, which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, June 1, 2008 through May 31, 2010, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about August 16, 2007. It can be obtained from FedBizOps and/or the Job Corps Acquisition Web Page, located on the World Wide Web, at http://www.doleta.gov/jobcorps/RFP_main_new.cfm. The average capacity for the center is 300 youth of which _272_are residential (170 males and 102 females) and __28__ non-residential. This contract includes the administration of Outreach and Admissions and Career Transitional Services. The Outreach and Admissions contract goals for recruitment anticipate 190 males and 140 females will be enrolled. The Career Transitional Services contract goals anticipate 270 graduates and 46 former enrollees will be serviced. A Pre-proposal Conference and Site Visit are scheduled for Friday August 24th, 2007 at 10:00 AM. (EST-local time) at the Shriver Job Corps Center. The Center is located at 270 Jackson Road, Devens, Massachusetts. The center?s telephone number is (978) 784-2600. Travel Directions to the center are as follows: Exit Logan Airport and follow signs to Mass Pike 90. Take 90 West to exit 495 North. Take Route 2 West. Take exit 37B (Devens). You will be on Jackson Road. Shriver is the last building on the right side of the road. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a ?Notice of Intent to Attend Shriver Job Corps Center Pre-Procurement Conference? to: Binh Kha, U.S. Department of Labor, OASAM, 201 Varick Street, Room 815, New York, NY 10014. Note all Notices of Intent to Attend should be received by this office any later than August 18, 2007. Attendees are required to stop in at the Visitor Center and go to the reception area to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than August 18, 2007. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Vocational Training, operate Counseling & Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. Proposals in response to the RFP will consist of an Oral Presentation and a written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than October 19, 2007__3:00 p.m. (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
