- The ATCOTS program seeks to improve the way FAA meets ATC training needs. This performance work statement (PWS) establishes the scope of services to be provided by a single service provider (SP) under a performance-based contract. The FAA believes that by better leveraging private-sector resources it will be able to train controllers at a significantly reduced cost to the Government, more efficiently, and with improved performance in select training service parameters. To that end, the FAA plans to award one performance-based service contract to provide lifecycle ATC technical training support as described in Section 3: Required Services. FAA's long-term priorities for this acquisition are as follows: 1. Reduce the total cost and time to the FAA of all air traffic control technical training 2. Leverage best practices and innovation to provide comprehensive training 3. Develop flexible training that can be adapted to meet changing requirements, e.g., the introduction of new technologies and procedures 4. Develop flexible training that can be adapted around candidate competencies.
