Description
ANNOUNCEMENT OF DECISION TO CONTRACT WITH UNIVERSAL AVIONICS SYSTEMS CORPORATION, ON A SINGLE SOURCE BASIS, FOR THE ACQUISITION OF A CUSTOM FMS DATABASE FOR FAA'S LEAR 60 AND CHALLENGER 601 AIRCRAFT. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4 - Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2. The purpose of this announcement is to inform industry of the FAA's intent to contract, in an amount greater than $100,000, via single source contract procedures. The FAA previously purchased from Universal cockpit voice recorders that Universal holds proprietary rights to the data, drawings, and specifications necessary to issue this as a competitive acquisition. Universal Avionics, as the manufacturing source of the avionics equipment owns the right in data to the proprietary engineering, equipment, and software that is being updated, the annual subscription for the database and the out-of-cycle database processing to be procured under this requirement. The requirement is being processed using single source limitations as provided for under the FAA Acquisition Management System (AMS) Sections 3.2.2.4. Due to the proprietary nature of the equipment involved, there is no alternative source. The final determination by the Government not to open this requirement to competition, based on any information provided in response to this announcement, is solely within the discretion of the Government. Responses and/or questions must be provided in writing and received no later than August 7, 2007, 3:30 p.m. Central Standard (CST). Any questions must be in writing to Michele D. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA. No entitlement to payment or direct or indirect costs or charges by the FAA shall arise as a result of submission of responses to this announcement, and the FAA's use of such information. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
