- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. Contractor shall provide one complete marine reverse osmosis evaporator, suitable for shipboard use, for ultimate installation in the training ship Empire State. Actual installation shall be accomplished by other contractors and may take place a year or more after the unit has been received in a location the Maritime Administration (MARAD) shall direct. Unit shall have the capacity of distilling/ desalinizing 100 long tons (26,400 US gallons) per day from sea water at 38,000 ppm total dissolved solids (TDS) to potable water at 500 ppm TDS. F.o.b destination is Training ship Empire State which is moored in State University of New York, SUNY, Fort Schuyler, Bronx, NY 10465. Unit shall be guaranteed free from defects in materials, assembly and workmanship for a period of one year from the time the unit is actually installed and put in service. Supplier shall provide technical assistance to inspect unit at time of installation, perform any incidental repairs or adjustments and ensure unit is tested and placed in proper operation at full rated capacity once installed. Unit shall come with all appropriate technical manuals and drawings to install, place in service and operate at full rated capacity. Unit shall come complete with sufficient maintenance parts and materials and repair parts for one year of sustained operation at full capacity. Proposals for purchase shall include all unit dimensions, component weights and required supporting systems including sizes, dimensions, special shapes and capacities of piping, electrical, mechanical and structural support systems. The provisions at FAR 52.212-1, Instructions to Offeror?s Commercial Items, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items (including 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, and 52.222-42) apply. In addition 52.247-34 F.o.b. Destination applies. The government shall make award to the lowest price quotation, representing the best value when compared to any lower priced quotation. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with the quote unless the Offeror has completed the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov and there are no changes. Quotes are due no later than August 10, 2:00 p.m. local time and may be submitted electronically to Laurel Bishop at laurel.bishop@dot.gov or telefax 757-441-6080. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's), the DOT short-term lending program (STLP) offers working capital financing and the form of lines of credit to finance accounts receivable for transportation related contracts.
