Description
IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) 19.10, SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM, THIS ACQUISITION IS A TOTAL SET-ASIDE FOR EMERGING SMALL BUSINESSES. FIRMS MUST BE LOCATED WITHIN A 150 MILE RADIUS OF THE VA MEDICAL CENTER, BILOXI, MS. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE IS NO SOLICITATION PACKAGE TO DOWNLOAD. The VA Gulf Coast Veterans Health Care System (VAGCVHCS) is soliciting and intends to award a firm fixed price contract for Architect/Engineer services for Project No. 520-07-129, Site Lightning Protection, at the VA Medical Center in Biloxi, MS. The NAICS Code is 541310 and the small business size standard is $4.5M. This project will include but is not limited to the following: Complete review of the existing site at Biloxi, to include all buildings; Study capability for providing site lightning protection including appropriate design options and alternatives; Recommend a multi-phased implementation plan for overall lightning protection improvements including the economic rationale for proposed plan; Submit a cost estimate of improvements by phases; Submit the following drawings: large scale site drawing of buildings requiring lightning protection, drawings of proposed site lightning protection design, lightning protection cut-sheets and details, and defined phasing plan; and Submit lightning protection requirements and specifications suitable for bid documents. The closing date for receipt of responses is 3:30 P.M local time on August 22, 2007. Interested firms which meet the requirements described in this announcement are required to submit a completed Standard Form (SF) 330, Architect-Engineer Qualifications (2 copies) to: VA Gulf Coast Veterans Health Care System, ATTN: A&MM (90C) Mark Wesson, 400 Veterans Avenue, Biloxi, MS 39531. SF330 is available at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF. Faxed or emailed documents will not be accepted and will be considered non-responsive. All information must be in original/hard form. Selection criteria shall be in accordance with FAR 36.602-1 and Veterans Administration Acquisition Regulation (VAAR) 836.602-1. Prospective contractors must complete registration in the Central Contractor Registration (CCR) database at www.ccr.gov and the Online Representations and Certifications Application (ORCA) database at orca.bpn.gov prior to award.
