- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued, paper copies of this solicitation will not be available. Solicitation no. F2QF227194A001. Submit written offers only, oral offers will not be accepted. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-17. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. The set-aside for this solicitation is 100% small disadvantaged business. NAICS code: 423690 size standard 100 employees. This is a solicitation for twenty five (25) Tactilink-WB-PCS. High-Speed Wideband Portable communications Systems. Includes an Explorer 700 BGAN Terminal (Data Rates up to 492Kbps) with ISDN port (for STE applications); a Toughbook Laptop Computer (with DoD approved O/S and OfficePro software). Mounting and connectivity for a STE; an L-3 Talon Card for TCP/IP type 1 encryption, Klas 600 PCMCIA. Mounting and connectivity for a STE. Operates from 90-264 VAC or 11-30 VDC from an external power source and includes an internal UPS Battery back-up for the STE (BGAN and PC have internal Battery Packs). The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be the most advantageous to the Government, price and other factors considered. Award shall be based on Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability.
