OFFERORS MUST BE CERTAIN TO PREPARE THEIR PROPOSALS USING THE REQUEST FOR PROPOSAL DOCUMENTS THAT WILL BE POSTED ON OR ABOUT 2 AUG 2007 NOT THE DRAFT REQUEST FOR PROPOSAL (RFP) DOCUMENTS POSTED ON 8 JUN 2007. SUBMISSION OF THE DRAFT PAST PERFORMANCE QUESTIONNAIRE WILL NOT BE ACCEPTABLE. *********************************************************************************************************** This is a pre-solicitation notice for Retail Electric Provider services for Goodfellow AFB, Laughlin AFB, and Sheppard AFB, Texas. Air Education and Training Command (AETC) has a requirement for an Energy Reliability Council of Texas (ERCOT) market participant that will function as a Retail Electric Provider (REP) and Qualified Scheduling Entity (QSE), Level IV. The REP shall be responsible for all QSE functions related to this contract through a licensed QSE that is an integral part of the REP organization, an affiliate, or under contract to the REP. The REP will aggregate the electric loads from three (3) AETC Texas bases (Goodfellow, Sheppard, and Laughlin) and prepare a Strategic Supply Plan (SSP) that will meet the needs for the supply of all electricity to the Delivery Points. The contractor must abide by all State of Texas requirements as delineated in Substantive Rules - Chapter 25 of Public Utility Commission of Texas (PUCT) rules applicable to electric service providers. Both the REP and QSE shall be certified by the PUCT and ERCOT, as appropriate. This acquisition will be solicited as a Request for Proposal, source selection to be conducted in accordance with FAR Part 15. A firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract will result from the solicitation. Estimated Request for Proposal Issue Date: On or about 30 Jul 07 Estimated Proposal Due Date: On or about 29 Aug 07 A pre-proposal conference will be held at Randolph AFB, TX on or about 14 Aug 07 No hard copies of the Request for Proposal will be mailed. The solicitation, amendments and other documents will be posted on FedBizOpps.gov. It is the responsibility of each offeror to monitor the webpage for updates or changes. A Technical Library with historic data will be available on CD-ROM by request only. Requests for Technical Library CD-ROMs must be sent via e-mail to debbie.aguirre@randolph.af.mil. Period of Performance. The mobilization period will be 1 Nov 2007 ? 31 Dec 2007 with performance beginning on 1 Jan 2008. The government anticipates awarding an indefinite term contract that will continue until terminated by the government. Small Business Set Aside. This acquisition is a 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 221122, Electric Power Distribution. The small business size standard is 4 Million megawatt hours. Offerors must be a small business under this NAICS code to be eligible for award. Questions concerning small business size standards should be directed to the Small Business Administration at http://www.sba.gov. Offerors must be registered in the Central Contractor Registration database at http://www.ccr.gov to be eligible for award.
