Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of 10 USC 2304(c)(1) or FAR 6.302-1 with Raytheon Company, 1801 W Hughes Drive, Fullerton CA 92833-2200 for the purchase of six (6) MicroLight Receiver Transmitters; six (6) MicroLight Antennas; six (6) Cable Assemblies; and one (1) Network Manager V4.4. Though this notice of intent is not a request for competitive quotations, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334220. SOLE SOURCE JUSTIFICATION: AFRL/IFGC requires these items for several projects including XG (Next Generation) and DTN (Disruption Tolerant Networking). This equipment is required to seamlessly integrate with the ten intact Microlight Radios in use by the ground forces for DTN. In order for AFRL to communicate and network with the ground forces the same radio is required due to the proprietary technology that enables the networking. If another type of radio were purchased, AFRL would not be able to communicate with the ground forces for DTN and thus certain experiments would be unable to function. Additionally, AFRL/IFGC needs to field the radios to verify that there are not any interference issues with the XG radios. The MicroLight radio is capable of fully function in a MANET (Mobile Ad-Hoc Network). The MicroLight radio is only manufactured and distributed by the Raytheon Company.
