Description
The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source purchase order under the authority of 10 USC 2304(c)(1) or FAR 6.302-1 with Digital Receiver Technology Inc, 20250 Century Blvd, Suite 300, Germantown, MD 20874 for the purchase of the following items: ITEM 1: Digital Exciter Module QTY: 1 P/N: DRT1000/DEX1 DESCRIPTION: Digital exciter module (DEX) card for wireless receiver system. Generates 24 narrowband digital signals output to backplane interface connector. 14 bit data output at 70 MHz rate in several software selectable modulation formats. Single 3U size compact PCI slot. ITEM 2: Power Amplifier QTY: 1 P/N: DRT 9955B-1TRAM DESCRIPTION: Transmit and receive amplifier module which works in conjunction with TEX and DEX modules for active interrogation. Module is portable and ruggedized. Operates from DC power supply or AC with provided adapter. Contains necessary internal amplification and filtering to ensure maximum operating range and receiver sensitivity while in presence of colocated transmitter. Simultaneous dual band operation or single band operation with DF. Transmits 869 to 894 MHz, Chainsaw and 1930 to 1960 MHz. Receives 824 to 849 MHz, Chainsaw and 1850 to 1910 MHz. 15 watts RF output power on GSM850 and Chainsaw bands, 8 watts on PCS1900 band. All SMA connectors except Transmit Output which is N. Though this notice of intent is not a request for competitive proposals, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334220. Sole Source Justification AFRL/IFEC has existing DRT systems in use for research and development under in house efforts such as Network Centric Exploitation and Tracking (NCET) and Simulated Communications (SIMCOMM). The new modules must interact with the existing equipment due to proprietary software programming and interface logic between the software and hardware. If another system were to be procured for use with the existing DRT software and hardware, the Government would incur an inordinate amount of effort and cost to design and configure software and software to hardware interfaces. To use another brand system would require extensive research, testing, and development to achieve compatibility. The proposed source, Digital Receiving Technology, is the only known source that can manufacture and distribute the modules which to work in conjunction with the DRT wireless receiving system in possession of the Government.
