- Notice of Intent to award a Sole Source Procurement in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to issue a sole source contract to integrate the Joint Helmet Mounted Cuing System (JHMCS) on to the F-16 Block 30/32 aircraft in accordance with FAR part 15 regulations, Contracting by Negotiation. The solicitation will posted at http://www.fedbizopps.gov/ under solicitation number FA8232-07-R-1006 on or around August 15, 2007. The award will go to MTC cage code 9J721 4032 Linden Ave, Dayton, OH 45432-3006. This requirement is considered sole source due to the fact the Commercial Fire Control Computer (CFCC) software will be used for the integration of the JHMCS. The necessary software is proprietarty to OBSE and they are the only contractor with the combination of the necessary skills, equipment, and proprietary documentation capabilities in-place to accomplish the JHMCS integration. The contractor will be required to support JHMCS and Ethernet Phase II preliminary design, leading into critical design, trial verification installation, manufacturing and test, and then follow on production support. It is anticipated that this requirement will last for a period of 5 years. The NAICS code for this requirement is 541511 (Custom Computer Programming Services) with a small business size standard of $23.0M.
