Description
The United States Army Research, Development, and Engineering Command Acquisition Center (RDECOMAC) intends to negotiate solely with the Massachusetts Institute of Technology, Cambridge Massachusetts 02139 under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source for the following requirement and reasons: Requirement is for the refinement and validation of a modified Cooper Harper for Unmanned vehicle displays evaluation tool and the identification, development, and val idation of collaborative metrics used in the test and evaluation of Future Combat Systems Manned Ground Vehicles. MIT is determined the only source available as they developed the tool and technology emodied in these performance metrics. Estimated period of performance will be from 01 Sep 2007 to 30 Dec 2008. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discr etion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capa bility to respond to this requirement, no later than 1600 EST, 09 August 2007. All information submitted should support the offerors capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses m ust be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Keen), 4118 Susquehanna Ave., APG, MD 21005.
