- The U.S. Army Research Development and Engineering Center (ARDEC), Picatinny Arsenal, Picatinny, NJ has a requirement for contractor support in the form of engineering development and demonstration of the XM1044 40mm Mk19 Non-Lethal Ammunition to show improved range, effectiveness, non lethality and reliability. Efforts will be directed toward the documentation of successful live firing development and demonstration of the Mk19 ring airfoil and telescoping components in a functioning round developed from the proof of concept, auto loading ARDEC XM-1057-6-7-03 round, including the incorporation of SRD RAGALL ring airfoil projectile technology. The contractor shall conduct investigation of telescoping seal failures and improvement of seal function. Improvement of the XM1044 round aft piston assembly into the body design to improve structural strength of retention buttress. Develop improvement of XM1044 loading and feed function in Mk19 to achieve improved user acceptance in meeting field function capability with standard Mk19 ammunition. Investigate and develop other improvement of XM1044 as instructed. The contractor shall provide development documentation in the form of a final report outlining various stages of development of the XM1044 round including development testing, engineering review and analysis. The Government intends to award a sole source contract in the amount of $160,000.00 to Scarr Research and Development Co. (K. Rustin Scarr) 328 N. Courtney Dr., Connersville, IN 47331 under the authority of 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1, only one (1) responsible source and no other supplies or service will satisfy agency requirements. Mr. Scarr has a degree in Electrical Engineering and is a veteran of the Navy???s Nuclear Engineering Program. For the last twelve years he has conducted independent research and development of the Ring Airfoil Projectile technology. All responsible sources, however, may submit a proposal that shall be considered by the agency. Please submit your responses via email only no later than August 30, 2007.
