- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No.W31P4Q-07-P-0585 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to, TA Instruments- Water s LLC, for the following commercial items: Dynamic Mechanical Analyzer & associated components to provide a test temperature range of -150 degrees to 600 degrees centigrade; thermal analysis/testing equipment. TA Instruments is the only known source for th ese items/and or capable of meeting the specified requirements. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-09. CLIN 0001 will be issued for one each: Part number 985000.901 Q800 Dynamic Mechanical Analyzer with Advantage Software and accessory kit CLIN 0002 will be issued for one each: Part number 991400.902 Gas Cooling Accessory with Auto-Fill Capability CLIN 0003 will be issued for one each: Part number 924500.602 Kit-Ethernet Switch; CLIN 0004 will be issued for one each: Part number 984017.901 Shear Sandwich Kit; CLIN 0005 will be issued for one each: Part number 970000.DM4 Q2000 Modulated Differential Scanning Calorimeter with Autosampler and Mass Flow Control- Demonstration Model: Research grade MDSC(R), Tzero(tm) technology less than 0.2?W resolution (RRI greate r than 60), baseline bow and baseline drift (less than 10?W). Cell designed both for heating and cooling operation. Operator replaceable standard cell, self-calibrating 50-position autosampler, dual mass flow controllers with gas switching through software control. CLIN 0006 will be issued for one each: Part number 970008.DM1 Refrigerated Cooling System (RCS; 120V) Demonstration Module. New RCS designed for the Q series DSC. Two stage self contained DSC cooling system that is frost free, and provides programmed cooli ng from 550 to -90C. CLIN 0007 will be issued for one each: 200266.01 RCS Gas Dryer: molecular sieve cartridge dryer for removal of trace moisture in purge gases. Provides dry gas to -90c dewpoint. CLIN 0008 will be issued for one each: Part number 97001.901 DSC Accessory Kit for Q100 and Q1000. Includes calibration samples and tools. CLIN 0009 will be issued for one each: Part number 970043.901 Q Module Demo Accessory Kit includes Thermal Advantage software, Applications library CD, CD Case, ethernet cables, tubing and fittings. CLIN 0010 will be issued for one each: Part number 9450000.DM4 Q400EM Thermomechanical Analyzer with Mass Flow Control Demonstration Module: Research-grade TMA with Standard Operating Modes (temperature ramp, isostrain, force ramp), Advanced Modes (stress ramp, strain ramp, isostrain), Creep, Stress Relaxation, Dynamic TMA, and Modulated TMA modes respectively. Temperature Range is- 150 to 1000 C as supplied. Features include automated furnace and probe movement, automated sample dimension measurement, and automated air cooling. CLIN 0011 will be issued for one each: Part number 920069.120 120 V Isolation Kit- Required for use of Q 400/ 400EM TMA modules in countries with 110-120 V electrical power. CLIN 0012 will be issued for one each: Part number 944200.901 Kit Access TMA Standard CLIN 0013 will be issued for one each: Part number 924500.602 Kit Ethernet Switch; for communication between a Q series module and an external controller CLIN 0014 will be issued for one each: Part number 924999.901 Installation & Training: Installation Calibration with traceable standard and a certificate of calibration. On-site training after equipment is installed. The place of delivery, acceptance, and FOB point for CLIN 0001, CLIN 0002, CLIN 0003, and CLIN 0004 will be US Army AMRDEC, AMSRD-AMR-PS-S/ Jonathan Prickett, Bldg.7155 Redstone Rd, Redstone Arsenal, AL 35811. The place of delivery, acceptance, and FOB point for CLIN 0005-CLIN 0014 will be U.S. Army RDECOM/AMRDEC, AMSRD-AMR-PS-AM/ Keith Roberts, Bldg. 5420, Reds tone Arsenal, AL 35811. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 1 AUG 2007, noon (CST). Any award resulting from this RFQ will be issued on DD Form 1155 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award.
