Moore PHONE NUMBER: 816-389-3006 E-MAIL: Barry.K.Moore@usace.army.mil NAICS NUMBER: _541611_ FSC NUMBER: _D302_ Subject: Combating Terrorism Center Services Support The U.S. Army Engineer District, Kansas City, ATTN: CENWK-CT-C, 601 East 12th Street, Kansas City, MO 64106-2818 intends to issue a solicitation set aside 100% for Small Business for Combating Terrorism Center Services Support. The solicitation will inc lude a for Request for Proposals for administrative, marketing, translating, and logistical support, subject matter expert, and server and software support services. All responsible small business sources may submit a proposal for agency consideration. P eriod of Performance: Begins late FY-07 and runs for one year from the date of award. This solicitation contains a base period year and an additional two option periods, all of which will not exceed a period of three years. The total amount of the contra ct will not exceed $8 million dollars over the three year period. The U.S. Army, Corps of Engineers, will award a requirements type contract for support services relating to the development, logistical support, and technology development services related to the Combating Terrorism Centers (CTC) FBI Education Collaborati ve and Harmony Project. Services include, but are not limited to, document analysis, document translation, curriculum development, program management, back office and logistical support, website and network support and development, subject matter expertis e in the areas of Middle Eastern history, Middle Eastern languages, counterterrorism techniques, select cultural expertise, as well as procuring education support software, forum servers and related equipment, and maintaining various software support licen ses on behalf of CTC. Specific requirements and functions will be set forth in a Performance Work Statement (PWS) for U.S. Army Engineer District, Kansas City, ATTN: CENWK-CT-C, 601 East 12th Street, Kansas City, MO 64106-2818. Place of Contract Performance: CTCs Offices located at the Military Academy at West Point, NY, unless otherwise specified with some work to be performed at Contractor facilities when determined to be more cost adv antageous. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be e ntered, at http://orca.bpn.gov. One must register on the Kansas City District web site in order to receive any quotations. Proposals are due by August 31, 2007 no later than 3:00 pm (central standard time). REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR ) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registe red in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to pro vide representations and certifications electronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and certifications as necessary, but a least annually, to keep them curr ent, accurate and complete, and to make changes that affect only one soli citation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation.
