Description
The Naval Air Systems Command (NAVAIRSYSCOM) PMA-275 intends to award a Delivery Order on a Sole-Source basis under BOA N00019-05-G-0008 to Raytheon Technical Services Corporation (RTSC) to provide engineering services and products in the area of V-22 maintenance data ground stations. This effort requires intricate knowledge of the diagnostic ground station used by the V-22 platform to support the first, major deployment for the MV-22, the stand up of additional MV-22 squadrons, and key program milestones such as the successful completion of the Initial Operational Test and Evaluation (IOT&E) period for CV-22. IOT&E began in October 2006 and is anticipated to be completed by May 2008. RTSC is the only known source independent of the V-22 prime contractor that has the prerequisite knowledge and expertise required to execute the following efforts without significantly impacting schedule and cost constraints to the program. V-22 Aircraft Maintenance Event Ground Station (AMEGS). AMEGS is a ground station system that collects maintenance, vibration, failure, and engine data from the aircraft and uses that data to generate diagnostic information that can be utilized for aircraft data analysis, trending, and troubleshooting. RTSC designed, developed, tested and produced the AMEGS, and continues to implement new functionality. RTSC will also continue to support and sustain the current AMEGS product to include interfaces with the Naval Aviation Logistics Command Management Information System (NALCOMIS) and the Air Force Integrated Maintenance Database System-Central Database (IMDS-CDB). RTSC will also continue to support the transition of further automating the maintenance data ground station toolset as a module within the Comprehensive Automated Maintenance Environment Optimized (CAMEO). CAMEO is the enabling technology that will provide a complete suite of maintenance technical data, diagnostic information, aircraft fault data, and the associated interfaces between service-specific systems of records in one comprehensive toolset for the V-22 maintenance, engineering and logistics communities. The Navy intends to award a Sole-Source, Cost Plus Fixed Fee Delivery Order for this requirement. The anticipated period of performance is 02 January 2008 through 31 December 2008. The estimated issue date for this Order is 31 December 2007. Services under current contract number N00421-02-D-3073 with Raytheon Technical Services Corporation expire 31 January 2008.
