- The Naval Air Warfare Center Aircraft Division intends to contract on a SOLE SOURCE basis with California Instruments Corp. of San Diego, CA, under the authority of FAR 13.5, for the procurement of three (3) 135 kVA, MX135-3Pi-MB-704 programmable AC/DC power supply systems that are compatible with the Navy?s existing 45 kVA, MX45-3Pi-704 programmable AC/DC power systems in order to create up to 180 kVA of programmable electrical power. The 135 kVA system shall support the creation of the following multiple test support configurations: three (3) 45 kVA, one (1) 90 kVA with a designated master and auxiliary chassis plus a stand alone 45 kVA or one (1) 135 kVA system. The breakdown of the kVA from 45 kVA to 180 kVA allows for the capability to provide a minimum power output, to conduct avionics tests in a mobile test laboratory with weight restrictions, as well as provide full generation capability of 180 kVA of the aircraft electrical system on a Hawkeye E2D and a P-8A. Parallel and programmable electric power is required to maintain the existing library, which utilizes Graphical User Interface (GUI) to perform MIL-STD-704 tests, for both utilization equipment and power injection on whole aircraft. In addition to the purchase of the 3 new units, one (1) existing 45 kVA will be returned to California Instruments for calibration with the new 135 kVA to allow power output of up to 180 kVA support. California Instruments is the Original Equipment Manufacturer (OEM) of the current power systems being utilized in the MIL-STD-704 Laboratory and which are programmed to reproduce MIL-HDBK-704 testing transients and waveforms. No other known source units exist which are compatible in parallel to the existing OEM units. No RFQ is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature, within three (3) days of this announcement to the contact person listed above. Numbered Note 22 applies.
