Description
May 2007 SCOPE OF WORK Technical Assistance for Public Participation- (TAPP) Program Vieques Island, Puerto Rico I. INTRODUCTION This scope of work is written to provide members of the Restoration Advisory Board (RAB), as well as members of the community with technical support in accordance with the Technical Assistance for Public Participation (TAPP) Program, provided under 10 USC Section 2705(e). The TAPP Program provides funding for RABs to obtain independent (third party) technical expertise that may assist them in understanding or evaluating technical documents, concepts or other information related to the restoration activity. In addition, this program is intended to supplement existing sources of support and foster a relationship of trust and understanding between the community and the Navy. II. TECHNICAL REQUIREMENTS The purpose of this scope of work is to obtain an independent consultant possessing comprehensive knowledge of the CERCLA process including knowledge in the technical and physical science fields of: hydrology, risk assessment, risk communication, engineering, and risk training to support the RAB in understanding or evaluating technical documents, concepts or other information related to the restoration activity at East and West Vieques. The TAPP provider shall posses at a minimum the following credentials: (1) Demonstrated knowledge of hazardous or toxic waste and munitions and explosives of concern (MEC) technical approaches to remedial investigation and removal, and regulations. (2) Academic training in a relevant discipline (e.g. biochemistry, toxicology, environmental sciences, engineering). (3) Ability to translate technical information into terms understandable by lay persons. In addition the TAPP provider shall posses the following credentials to ensure they will be qualified to assist the community members of the RAB in understanding the environmental restoration program: (1) Experience working on hazardous or toxic waste problems. (2) Experience in making technical presentations. (3) Demonstrated writing skills. (4) Previous experience working with individuals or community groups or other groups of individuals. In addition to the above-listed technical and communication requirements, both the Navy and the RAB community members have an interest in receiving independent and unbiased technical support. Therefore, the provider should be prepared to demonstrate those attributes to both parties. Eligible activities that can be provided under this contract include: ?X Interpretation of technical documents ?X Assessment of technologies ?X Understanding health implications ?V interpreting the potential health risks of site contaminants, exposure scenarios, cleanup levels or remedial technologies ?X Providing technical training on specific restoration issues (i.e. risk assessment procedures) Ineligible Activities that cannot be provided under this contract include: ?X Generation of new primary data, including split sampling ?X Reopening final Navy/Department of Defense decisions, or conducting disputes with the Navy/Department of Defense. ?X Epidemiological or health studies ?X Community outreach activities Services will be required for a period of one year from the date of award with an option for a second year. There is a ceiling value of $25,000 for each year this contract is in place. III. TASKS 1. The TAPP consultant will be responsible for providing technical review and evaluation of information submitted to the RAB for review for four (4) sites or four (4) documents. These sites or documents to be reviewed will be selected by the RAB. It is anticipated that the following documents have been or will be submitted to the RAB for review during the calendar year 2007. This list is not intended to represent all the documents that may become available during this period. It is likely that additional documents may be added to this list as the program progresses. 1st Quarter 2007 A. MEC Master Work Plan (East Vieques) B. Remedial Investigation Report for SWMU 7 (West Vieques) H. Background Inorganics Report (East Vieques) I. Master Quality Assurance Project Plan for Environmental Restoration Program (East and West Vieques) J. MEC Phase II Site Inspection for East Vieques 4th Quarter 2007 K. RCRA Consent Order Sites: Preliminary Assessment/Site Inspection Report (revised) for 12 SWMUs/AOCs (East Vieques) L. Preliminary Assessment / Site Inspection Report for 8 Photo Identified/Potential Areas of Concern sites (East Vieques) M. Remedial Investigation Report (revised) for AOC E (West Vieques) N. Remedial Investigation Report for AOC I (West Vieques) O. Quarterly Air Monitoring Data Summary Report (East Vieques) Background information associated with the sites identified above can be found on the Vieques Public Website at: http://public.lantops-ir.org/sites/public/vieques/default.aspx 2. The TAPP consultant will prepare a brief report which summarizes their analysis of the reviewed documents. The review and evaluation report (s) will be provided no later than 21 days after receiving the document/task. This is to allow the RAB time to consider comments provided by the TAPP consultant prior to submission of their comments back to the Navy within the usual 30-day review period. The documentation should be available in both hard copy and electronic copy. 3. The community members of the RAB will evaluate the contractor??s work by providing their level of satisfaction with such work. This will be done through a written form on a quarterly basis. The contractor??s quarterly evaluation will be made by the RAB members utilizing a pre-designed form (grid) that assigns numerical value to various contractual and community requirements (performance indicators), summing for instance to 100 points. 1. Document review was timely. 2. Provided the community with useful comment. 3. Explanation of document was clear and understandable. 4. Addressed community??s concerns and included them in his/her reviews and comments submitted to Navy. Each one of the performance indicators would have a different numerical value stemming from their relative importance to the community. A written comment from the RAB members would complete the form/grid. This would have a lower numerical value than any of the other, measurable items. A rating lower than 60 would require community to discuss potential options with the Contracting Officer and the contractor. 4. The TAPP consultant shall budget to attend two (2) RAB meetings or two (2) meetings with the RAB members to discuss findings of reviewed documents. This task shall also include the preparation of presentation materials related to the meeting subject matter. RAB presentations shall be submitted to the Navy and regulatory stakeholders one week prior to the meeting. RAB meetings are scheduled approximately quarterly. Attendees of the RAB meetings will include representatives of the Navy and its stakeholders, including regulatory agencies, property owners, and the general public. The TAPP consultant shall coordinate with the RAB Community Co-Chair and RAB Navy Co-Chair to determine which meeting, if any, should be attended. The RAB meetings are held in Vieques, PR. 5. For invoicing approved tasks on this contract, the contractor will provide a breakdown of costs for: review and evaluations performed, meetings, phone calls held with the RAB, and travel costs in support of the above tasks. IV. Option Based upon the recommendation by the RAB and concurrence by the Navy, an additional year option consisting of similar tasks/requirements listed above will be considered. V. Special Conditions 1. The contractor shall furnish all labor, management, supervision, tools, materials, equipment, transportation, mailing, and reproduction to execute the work tasked under this order. 2. Any oral directions, instructions, explanations, commitments and/or acceptances given by any government employee to the contractor or this personnel, shall not be construed by the contractor as a change in scope to this delivery order. Any change in scope of work must be issued to the contractor, in writing, by the Contracting Officer to be binding on the government. 3. The contractor shall provide copies of all correspondence to the RPM and CS. 4. Forward all deliverables to the RPM and RAB members (list will be provided upon award of contract). A copy of the deliverables transmittal letter should also be forwarded to the Contract Specialist. VI.
