Description
The work includes the rehabilitation of Runway 21L-03R, including removal of the existing pavement (11,000 feet by 200 feet) and construction of new runway pavement (11,000 feet by 150 feet) and shoulders with drainage improvements, airfield lighting and signage, navigational and relocation, an approach lighting system, and incidental related work. The Government will award a Firm Fixed Price Construction Contract resulting from this solicitation. The basis of award is low price/technicall acceptable. After a proposal has been determined to be technicall acceptable, award shall be made to the offeror with the lowest proposed price. This procurement will be evaluated on FACTOR 1 - Past Performance of Offeror, FACTOR 2 -Experience and Qualifications of Offeror, Subfactor 2.1 - Technical Qualifications and Experience of the Firm, FACTOR 3 - Safety, FACTOR 4 - Support for Small Business, Subfactor 4.1 -Subcontracting Past Performance, Subfactor 4.2 - Corporate Support, FACTOR 5 - Commitment to Small Business Goals, and FACTOR 6 - Price. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS. Prospective Offerors, Subcontractors, and Suppliers should immediately register on the web site in order to receive updates, such as Amendments. The official plan holders list will be maintained and can be printed from the web. Amendments will be posted on the web site. This will be the only method of distributing amendments, therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. In order to participate in this procurement, all offerors must also be registered in the Contractors Central Registration (CCR). The web site for CCR is http://www.ccr.gov. Inquiries in regards to the closing dates for proposals or the number of amendments issued, contact Ms. Julia Garcia at 619-523-2335, julia.garcia@navy.mil. Technical inquiries must be submitted in writing at least 15 days prior to the proposal due date to Ms. Garcia. The estimated value of this project is between $25,000,000.00 to $100,000,000.00. The estimated total time for completion will be approximately 18 months or 31 March 2009, which ever comes first, from date of contract award.
