- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC Crane Division has a requirement for a Firm-Fixed Price (FFP) contract for Military Rugged Tablet?s (MRT) for Tactical Air Control Party (TACP), quantity is 509. The Navy intends to award on a sole-source basis with DRS Technologies Inc, Melbourne, FL, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii) and (iii) and 10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-2. DRS Technologies Inc. is the only known source to possess identical equipment and the Government would incur substantial duplication of costs and schedule impact if a new item was utilized as well as delivery delays. Contractors must be registered with the Central Contractor Registration database. Delivery is F.O.B. Destination beginning October 31, 2007. Inspection and verification tests will be accomplished to ensure compliance with the required features and operational capabilities set forth by the TACP system requirem ents documents. Test procedures and requirements will be incorporated into the solicitation. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available on or about 1 Aug 2007 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. ?No hard copies of the solicitation will be mailed?. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane.
