Description
The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to solicit and award a Firm Fixed Price contract to In-Synch Systems LLC, 119 West New Castle Street, Zelienople, PA 16063-1172 on a sole source basis for the purchase of 25 units of the MobileSynch Records Management System (RMS) and 2 units of the twenty-five (25) Software/License Package. This sole source procurement is in support of the Technology Transfer Program (TTP) at the Counterdrug Technology Assessment Center (CTAC), Office of National Drug Control Policy (ONDCP). The RMS product is a full-featured records management tool for sharing data across law enforcement agencies in a mobile or fixed environment and all data is synchronized to every station whenever network connectivity exists. In- Synch Systems LLC is the original developer and sole maintainer of the RMS and the RMS uses proprietary software to achieve synchronization among workstations. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in an unacceptable delay and a duplication of cost associated with developing/testing a new product that is not expected to be recovered through competition. It should be noted that a new competition to identify state-of-the- art technologies for law enforcement counterdrug operations in support of the TTP is planned beginning 2nd Qtr 2008. The applicable North American Industry Classification System (NAICS) Code is 335999, and the size standard is 500 employees. The anticipated period of performance will be approximately one year with an estimated value of $750K. Questions concerning this sole source contract action may be directed to Esther E.
