- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) issued a competitive award to Science Applications International Corporation (SAIC) on 11 November 2004 in support of the TCP Control Planes in the amount of 1.2M, inclusive of 2 one-year Options. SSC-SD intends to sole-source this new work for an estimated value of $450,000. The proposed action falls under Option I of Contract N66001-05-C-8001 that is currently being performed by SAIC and expires 30 November 2007; the effort is to incorporate additional metrics as follows: 1. Demonstrate the capability to multiplex 2 separate links to achieve a minimum of 65% of the aggregate bandwidth. 2. Increase the number of additional users on a given link by a factor of 2 with no degradation in performance. 3. Ensure fairness to conventional traffic with 100% control plane enabled routers with no more than 5% degradation. Only SAIC has the specific experience and background necessary to continue to perform this tasking without significant delay or additional cost. They are the only company that has their unique expertise and experience based on their support of the hardware and software configuration of the Control Planes.
