- NASA/GRC has a requirement for: 1.) GRANTA MI Software Package 3: MI:Viewer + Lab + Static & Dynamic Options Includes MMPDS 1 Database (MIL-HDBK-5 &-17)annual 20 User License. 2.) CES SELECTOR? & CONSTRUCTOR? Software 2-Seat Annual License 3.) Four days customization or consultancy 4.) Membership in the Material Data Management Consortium (MDMC) Phase II NASA/GRC intends to purchase the items from ASM International for the following reasons: 1.) NASA Glenn Research as developed a material database for five years using this product. As a result a significant investment in time and effort has been expended to develop the database. 2.) No other available engineering information database package offers the full line of features as this product nor does any other vendor sell this product line including the following: ? The base product offers engineers a unique approach to the management of material information. ? Is the software solution for the creation, tracking, qualification, and management of materials information. ? It is an integrated system of data tools for Material ? Includes the ability to capture lab data from various instruments, analyze and archive the data, track the pedigree of the data and make the data available through a user friendly web interface. ? Import and export tools enable engineers to access data in the format they need, when they need it. ? Has integrated Access Control to ensure only the correct users have access to qualified data ? Is a secure way to distribute the necessary materials knowledge around a site. 3.) For consistence of data and reliability of test results only this software provides the necessary capability required. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in WRITING to the identified point of contact not later than 4:30 p.m. local time on 08/08/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
