Description
NASA/GRC has a requirement for: Phased Array system and Photogrammetry Software: Phased Array System Specifications: (quantity required 1 each) - 48 or more condenser microphones Earthworks M30 5 Hz ? 30 kHz range, 150 dB maximum SPL, 1/4" diameter)arranged in log spirals - Array diameter: 1 m - Microphone mounting plate: 4? x 4? x ?? thick precision machined aluminum tooling plate with a flatness of 0.030? and a hole in the center to allow a photograph of the test model from the backside of the plate - Beamforming frequency range: 200 Hz - 45kHz - 48 preamplifiers (Mackie ONYX 800R or DigiDesign PRE - 48 Analog-to-Digital converters (24 bit, 96 kHz sampling rate) - Digital camera - All cables and connectors required for a fully operational system - Beamforming software: both time domain and frequency domain (classical) beamforming software in JAVA as ImageJ plugins, DAMAS deconvolution software in JAVA as ImageJ plugin - 1 year warranty and email support - 1 day on-site training Photogrammetry Software: (quantity required: 1 each) Written in JAVA as image J plugins. Plugins are required to: 1. Record clicked-upon points in photos 2. Determine distortion parameters of a camera/lens 3. Correct distortion in pictures 4. Determine camera locations and orientations 5. Determine locations of points to be measured. Output is a text file. 6. Translate/rotate measured coordinates to a preferred coordinate system. NASA/GRC intends to purchase the item from OptiNav Inc. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: This phased array system is to be used with Image J data processing / data visualization software which NASA currently uses. In order to be completely compatible with this proprietary software, the phased array system must be purchased from Optinav Inc. Therefore it would be the best interest of the government to purchase from OptiNav Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/08/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
