Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for ITEM 1, Qty 2, Mitutoyo LSM-506S laser micrometer or equal; ITEM 2, Qty. 2, Mitutoyo LSM-6200 Display Unit 544-072A or equal; ITEM 3, Qty. 6, Mitutoyo 02AGP150 Dual-Type Add-on Unit or equal, ITEM 4, Qty. 6, Mitutoyo 02AGC940 GP-IB Interface Unit or equal, and ITEM 5, Qty. 1, Documentation ITEMS 1-4 shall contain the following features and meet the salient characteristics below: ITEM 1: Laser Micrometer (Wide Range Measuring Unit) This Item shall be a high-speed laser scan micrometer with the following specifications: Minimum measuring range 1~60 mm Minimum measuring region 20 x 60 mm Minimum resolution (selectable) 0.05 - 100 ??m Repeatability no greater than ??0.36 ??m Linearity (entire range) no greater than ??3 ??m Positional error no greater than ??4 ??m Scanning rate 3,200 scans/sec Relay cable and 5 m signal cable included Minimum operating temperature range 0??C to 40??C Maximum assembled unit dimensions (not including cables) 540L x 42W x 130H mm Maximum assembled unit weight 4 kg ITEM 2: Display Unit This Item shall be an electronic conditioner, multi-function type display unit for use with Item 1 laser scan micrometer and shall include the following specifications: Dual display (16- plus 11-digit) for simultaneous display of measurement functions or setup values Display output in inch or mm format Minimum seven segment measurements or edge measurement (1 to 255 edges) RS-232C interface, I/O interface, and analog out interface Statistical calculation functions, max, min, mean, range, and standard deviation GO/??NG judgment limit settings Waiting, single, and continuous measurement modes Simultaneous (dual-program) measurement capable Upgradeable for use with dual laser micrometers (upgrade not included) Upgradeable for use with second I/O interface and analog output (upgrade not included) Power supply 120VAC, 60 Hz; power cord included Minimum operating temperature range 0??C to 40??C Maximum unit weight 6 kg ITEM 3: Dual-Type Add-On Unit This Item shall be an optional interface unit for the LSM-6200 Display Unit to enable a second LSM-506S laser micrometer to be connected to the display unit, allowing simultaneous measurement and display with the two laser micrometers. ITEM 4: Interface Unit This Item shall be an optional interface unit for the LSM-6200 Display Unit to enable GP-IB communication between the Display Unit and an external device and shall include the following specifications: Conform to IEEE standard 488-1978 Permit program selection, direct data output, and rewrite data from the external device Provide interface functions: SH1, AH1, T6, L4, SR1, RL1, DT1 ASCII transmission code Provide (by DIP switch) 1st delimiter: CR, LF, EOI; 2nd delimiter: 7 Permit cable length 2 meter or shorter Provide output data: measurement, GO/NG, error message Provide available commands: offset, measurement start, measurement mode, partprogram change, statistical calculation. ITEM 5: DOCUMENTATION One set of manuals which may include but is not limited to user system, troubleshooting, and maintenance. The provisions and clauses in the RFQ are those in effect through FAC 05-17. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 332212 and 500 respectively. The offeror shall state in their offer their size status for this procurement. Delivery of ITEMS 1-5 shall be to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 (Receiving, Bldg. 21) and is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by August 10, 2007, 4:30 p.m. local time and maybe mailed or faxed to Marilyn D. Stolz, 21000 Brookpark Road, M.S. 500-305, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: None. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: None. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
