- NAICS CODE: 541612 The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Departmental Operations Acquisition Division (DOAD), plans to establish a hybrid contract consisting of a fixed rate labor hour component as well as Indefinite Delivery/Indefinite Quantity services for Human Resource (HR) Services for DHS Headquarters personnel. This procurement will be set-aside for Small Business in accordance with FAR 19.5. HR services at DHS Headquarters will include the following disciplines: Staffing and Recruitment; Workforce Planning Advice and Counsel; Position Management/Classification; On-Boarding Processes; Performance Management Program Support; Retirement and Benefit Counseling Services; Human Resources Information Technology; Employee Relations Counseling and Advice; Time and Attendance Reporting; Personnel Action Processing; Payroll Services; Training and Development; Reporting and Workforce Analytical Support; and Executive Resources. An interested firm will be required to possess an in-depth knowledge of Title 5, United States Code, Government Organization and Employees, and the Code of Federal Regulations, Part 5, Administrative Personnel. The estimated annual value of this requirement is $7,000,000 per year. A significant amount of the work will be performed on-site at the DHS Office of the Chief Human Capital Officer (OCHO) in Washington, D.C. The purpose of this Sources Sought Notice is to gain knowledge of interested and qualified Small Businesses with experience in the aforementioned disciplines and is only for informational and planning purposes. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, and or data submitted or preparation costs for submittals in response to this notice. DHS is requesting all interested Small Businesses to respond to this notice with the following information, not to exceed two (2) pages: Page 1: Company name, address, point of contact, phone and fax number, e-mail and website, and a list of relevant contracts your firm is currently performing or has completed within the last three years. Page 2: A narrative summary of company information and capabilities. Responses to the notice will not be returned. Respondents will not be notified of the result of the review.
