Description
This is a combined synopsis/solicitation for the commercial item identified below, prepared in accordance with the format in Far Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation shall not be issued. This solicitation number is: 7011265190-00608, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-18. This solicitation shall be solicited on a unrestricted basis. The North American Industry Classification Code (NAICS) code is 333111. Citing FAR Clause: 6.302-1 (Only 1 responsible Source): The U.S. Dept. of Agriculture intends to procure the following items as a SOLE SOURCE procurement that are manufactured by the vendor: GrowSafe Systems, LTD. located in Airdrie, Canada at phone # 1-403-912-1879 ext: 224 Item Number: GSINT4000E-R03 for Base Wireless Feed Intake System (Quantity of 1 each) which shall include 13 Feeding nodes which technology is covered under U.S. Patent numbers: 6,427,627 and 6,497,197 and the above Feed Intake system - is a add-on to a existing/current USDA Feed in-take system manufactured by the above vendor which shall be used to increase the number of animals at USDA which can be monitored by the US. Dept. of Agriculture dairy free stall facility in Beltsville, Maryland. 20705. The above vendor is the sole supplier of both hardware and software for the 4000E feed intake system - based on the following minimum requirements: Shall provide automated continuous feed monitoring for cattle with wireless(radio frequency identification) and shall provide capability to permit housing of animals in a group setting (as opposed to individual housing) and feeding from any feeding node at the U.S. Dept. of Agriculture dairy free-stall facility located in Beltsville, Maryland. U.S. Department of Agriculture's minimum requirement is to allow animals to feed in a normal production setting without altering feeding behavior - and without necessitating training of animals to use an individual-specific gated feed bunk system. The above items shall include: monitoring of feeding activities of individual animals every second of the day ; measuring intake with a resolution of 10 grams; using a single reader for multiple feed intake nodes; (ie: feed bunks); using wireless communication and monitoring; which includes integrated wireless synchronization: providing dynamic data modeling tools and decision-making algorithms; providing a data acquisition platform to acquire/integrate data from external sensors; providing an open database connectivity compliant software environment; and providing monitoring of feeding behavior including; the ability to measure individual bite sizes, the number of bites within a event, feeding rates within a feeding event, the force applied to the feed while taking bites, individual animal feeding patterns, the duration and intake for every individual feeding event (feeding event criterion is user-defined), the head down duration during the event, animals standing at the bunk not consuming feed, the interval between events, the number of animals feeding simultaneously, and (who feeds where) at the bunk within 6-cm accuracy and (who feeds besides whom). Delivery shall be guaranteed within 12 weeks from receipt of purchase order. The above items shall include installation, training and continuous remote monitoring/support of feeding system function. This solicitation incorporates the following FAR clauses, provisions, and addendums: 52.202-1 Definations; 52-203-5 Convenant Against Contingent Fees; 52.203-6 Restrictions on Subcontractor Sales to the Government; 52.203-7 Anti-Kickback procedures; 52.204-3 Taxpayer Identification; 52-204-6 Data Universal Numbering System (DUNS) Number; 52.204-7 Central Contractor Registration; 52.211-5 Material Requirements; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.216-24 Limitation of Government Liability; In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, 52.232-34, and 52.222-70. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). Faxed Quotations are acceptable and shall be faxed to John Wilkinson to fax number (301) 504-8696 on or before September 16, 2007. All responses shall be evaluated in order to determine the ability to meet the above stated capabilities. Offerors shall identify where the requested item meets or does not meets each of the Governments functional and performance minimum specifications listed herein. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is September 17, 2007. All responsible sources may submit a quotation, which shall be considered by the Agency.
