- The Department of Commerce, National Oceanic and Atmospheric Administration Eastern Region Acquisition Division intends to issue a solicitation for a time and materials commercial item requirement for the creation of a Large Whale Incident Database in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13. The Request for Quotations (RFQ) will be issued on August 30, 2007 via the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. The RFQ number will be EA133F-07-RQ-0724; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as an unrestricted procurement. The North American Industrial Classification Code is 541511, and the small business size standard is $23 million. This acquisition will include an estimated completion date of one year from the date of award. The scope of work includes developing a relational database capable of integrating into existing Oracle infrastructure with a web-based front-end, capable of displaying and querying NMFS?s endangered and protected large whale data. All interested small businesses may submit a quote, which shall be considered by the Government. Any contract award resulting from this RFQ will be made to the responsible vendor whose conformance to the RFQ will be most advantageous to the government, price and other factors considered.
