Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Environmental Health and Biomolecular Research (CCEHBR) has a requirement for a firm fixed price type contract for technical services to assist in marine ecosystem health research through analyzing molecular toxicology of endocrine disrupting chemicals and environmental epidemiology for surveillance purposes. The requirement includes: (1) development of new molecular methods for detection of biological and toxicological effects of chemical contaminants on crustaceans using biomarker endpoints and (2) development of a prototype database for fish kills, marine mammal strandings and harmful algal blooms in coastal regions of SC as a portal for a new GIS web based environmental surveillance system. The period of performance for the intended firm fixed price type contract is 12 months from the date of award. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. The Request for Quotation (RFQ) will be issued on or about August 30, 2007 with responses due on or about September 13, 2007. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR), www.ccr.gov, and obtain and provide on the offer a DUNS number by calling 1-800-333-0505.
