Description
STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS (Ref. FAR Part 12.603) 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This Solicitation No. NB818030-7-12979 is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. 4. This procurement is unrestricted and open to all sources. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The small business size standard is 500. 5. Contract Line Items are as follows: CLIN No. Item Quantity Unit of Measure Unit Price Total Amount 0001 Magnetic Annealing System 1 EA $ $ 6. REQUIREMENTS: The National Institute of Standards and Technology, (NIST) has a need for a Magnetic Annealing System. All of the following tasks and specifications are required to meet NIST??s needs. 1. Anneals 76.2 mm diameter (3??) wafers with a thickness of 0.4 mm ?b0.2 mm in vacuum, inert gas, or forming gas at temperatures up to 600 C 2. The anneals must be in a uniform magnetic field of 1 T ?b 0.05 T in the plane of the wafer with better than 2 % uniformity in field magnitude and direction. The system must use a permanent magnetic assembly that requires no power supply or cooling water unless there is no possible way to meet the specifications with a permanent magnets. 3. The system must have a ramp rate 0f >= 10 ?XC/min and a cooldown rate in gas flow of >= 2 ?XC/min. 4. The wafer temperature should be within 10 C of the system setpoint. 5. The base vacuum pressure before anneal must be < 2 x 10-7 T 6. The system must have a small foot print < 1.5 m x 1 m and be class 1000 cleanroom compatible. 7. The system must provide easy to use control software that can execute and recall multistep annealing procedures. 8. The system should include all required pumping and gas handling hard ware. 7. Clause 52.212-4, Contract Terms and Conditions ?V Commercial Items, applies to this acquisition. 12. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ?V Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition: Subparagraphs (b)(1), (17), (23), (27), (28), (31), and (33). 13.
