- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-07-259 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-18. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) intends to procure the services of Wayne State University and the Detroit Medical Center to establish a structured fellowship training in Maternal-Fetal Medicine to strengthen proficiency in the following a) practice of the sub-specialty, b) conduct original research, c) practice Obstetrics and Gynecology, d) attend required post-graduate courses of the American Board of Obstetricians and Gynecologists. The fellowship training will be a joint program with the Perinatology Research Branch (PRB) of NICHD and Wayne State University. Wayne State University is affiliated with the hospitals of the Detroit Medical Center, which includes Harper University Hospital. The PRB is located in Harper University Hospital. The fellowship services shall include the following: 1) Provide all the documentation required by the American Board of Obstetricians and Gynecologists for approval. 2) Obtain approval from the American Board of Obstetrics and Gynecology. 3) Secure an agreement with Wayne State University for the employment of fellows recommended by the NICHD. 4) Process the application for clinical privileges for candidates for the fellowship and secure approval of such privileges so that the fellows can practice obstetrics and gynecology during their period of training. If the fellow has been trained outside of the United States, the contractor shall provide the appropriate institutional license for the practice of obstetrics and gynecology. 5) Provide medical malpractice insurance for fellows enrolled in the fellowship. 6) Advertise the availability of the fellowship in journals, websites, and other appropriate media such as SMFM meetings, etc. 7) Assist in the generation of a brochure describing the fellowship for eligible candidates. 8) Organize an interview process for fellowship candidates who includes interview with the faculty, former fellows, and members of the NICHD. Such an interview process shall also require the fellow to present a talk of previous research of work relevant to the application for the fellowship. 9) Participate in the matching program or take positions off the matching system as required by the Director of the Fellowship and the Associate Director. 10) Assist fellows interested in conducting a combined Maternal-Fetal Medicine Fellowship and Genetics training in obtaining such training in an approved program. 11) Organize and pay for the post-graduate educational activities required by the American Board of Obstetrics and Gynecology as coursework. Examples of these include clinical epidemiology and biostatistics, genetics, molecular biology, etc. The fellow may be required to take courses at established institutions with established graduate programs. 12) Provide post-graduate educational opportunities in advanced fetal imaging in the form of post-graduate courses in three-dimensional ultrasound, Doppler, etc. 13) Provide educational experience in the performance of prenatal diagnostic procedures such as amniocentesis, chorionic villus sampling, fetal blood sampling, intrauterine transfusions, etc. 14) Facilitate the participation of fellows in the recruitment of patients into approved research protocols. This will include the performance of procedures required to accomplish the research goals. 15) Facilitate the participation of fellows in research rounds, which are held daily, to monitor protocol enrollment, compliance, and identify research opportunities generated during the course of patient care at the designated Medical Center or centers affiliated with the NICHD. 16) Facilitate fellows in preparation and presentation summaries of the literature, and participate actively in the training and educational events organized by the fellowship director and associate director. 17) Facilitate the participation of fellows in the writing of abstracts, manuscripts, peer review of manuscripts, and attend scientific meetings to present original work or take post-graduate courses (e.g. SMFM, SGI). 18) Facilitate the compliance of fellows with all regulations for the protection of human subjects from research risk and take all courses required for this including OHRP, Responsible Conduct of Research, become familiar with Protomechanics, read the mission statement of the PRB, sign confidentiality agreements designed to protect confidential information from patients or ongoing research at the Perinatology Research Branch. 19) Facilitate the participation of fellows in laboratory research as required by specific projects as indicated by the Fellowship Director and Associate Director. 20) Facilitate the participation of fellows in the staffing of the PRB Antenatal Clinics (Prematurity Prevention, Twin gestation, Pre-eclampsia, Previous Fetal Death, etc). This includes meeting with patients, counseling, obtaining informed consent, performing ultrasound examination, and required clinical care. 21) Facilitation of fellows to inform the Fellowship Director and Associate Director of any problem which may impair patient enrollment, compliance with research protocols, follow-up of patients, or conflicts with other research protocols. 22) Facilitate the participation of fellows in the call schedule to cover Labor and Delivery, the high risk obstetrical service, as required by the needs of the Program and training requirements. 23) Provide the hardware, software, and purchase the educational instruments required to maintain a high level of post-graduate medical education. For example, provide access to podcasts from Science, Nature, New England Journal of Medicine, JAMA, and relevant journals to training. The ?equal? item must meet the characteristics of the brand name item to be acceptable for award. Basis for Award: Offerors must provide descriptive literature or other material that demonstrates their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror whose offer fully meets the requirements of the solicitation, provides the best value, with price and technical factors equally important in award evaluation. The offeror must include a completed copy of the following provisions: NOTE: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) in which similar apparatus or equipment was purchased. Contracts/awards may include those entered within the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. Name of Contracting Organization, 2. Contract Number (for subcontracts provide the prime contract number and the subcontract number, 3. Contract Type, 4. Total Contract Value, 5. Description of Requirement to include Statement of Work, 6. Contracting Officer?s Name and Telephone Number, and 7. Program Manager?s Name and Telephone Number. If past performance questionnaire is available, please submit. 1) FAR Clause 52.212-1 Instructions to Offerors ? Commercial; 2) FAR Clause 52.212-2, Evaluation ? Commercial Items. As stated in FAR Clause 52.212-2 (a), ?The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.? The following factors shall be used to evaluate offers: Technical Evaluation, Price, and Past Performance; 3) FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders ? Commercial Items, Contract Terms and Conditions ? This notice of intent is not a request for competitive quotations however; all responses received within 13 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address.
