- This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring Contracting Officers to disseminate information for proposed contract actions expected to exceed $25,000. Further in accordance with FAR 6.302-1 it is the intent of the Drug Enforcement Administration (DEA) to make award to the International Surveillance Technology, Inc. (IST). The intended contract will provide for the acquisition of a man-portable and vehicular-based wireless digital audio and video surveillance collection system. This system represents innovative and original work product by the vendor, International Surveillance Technology. It is developed directly from the lineage of the IST predecessor platforms known to law enforcement agencies as the Portable Equipment Modules (PEMs, MiniPEMs, and MicroPEMs). It functions through the unique collection and dissemination of several encrypted over-the-air data channels carrying live audio and video surveillance, intelligence streams, and multiple modes of communications traffic. It delivers unique digital capabilities never before combined in a surveillance collection system. International Surveillance Technology designed, developed, and manufactures the new Portable Equipment Modules. Further International Surveillance Technology owns all proprietary rights to the required software. As a result International Surveillance Technology is the only responsible source to provide the necessary system support for DEA surveillance operations
