- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and FAR 13.5 Test Procedures. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is GPC07TWCF318MXG and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. Effective 30 Jun 2007 & Class Deviation 2005-o0001 (iv) This acquisition is solicited as 100% set aside for Small business. The associated NAICS code is 332311 with a 500 employee size standard. (v) The contractor shall provide all labor, parts, materials, equipment, and transportation to construct a custom 29?x9?x23? Enclosed Industrial Sanding boot to include slot opening for existing crane, with clean room; Powder Coating; Installation; Electrical Supply; and to Install Dustless Vacuum System. (vi) Contractors shall submit their quote in accordance with the price schedule. All responsible offerors are highly encouraged to attend the site visit on 6 September 2007 at 9:00 AM EST. (vii) GPC07TWCF318MXG Sanding Booth. The award will be made on a purchase order (PO). FOB Destination (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be assessed electronically at this website: http://farsite.hill.af.mil ) Far 52.212-1, Instructions to Offerors-Commercial (xi) FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance, (2) Price, and (3) Technical capability of the item offered to meet the Government requirement. The Government will evaluate offerors for award purposes for the total price for the requirement. PAST PERFORMANCE IS SIGNIFICANTLY MORE IMPORTANT THAN PRICE. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide a minimum of 3 references of your most recent projects.
