Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. The purpose of this RFI is to receive feedback from industry in regard to the following and is in support of market research. Information is being gathered to determine if more than one supplier has the capability to fully meet the Government's stated requirements. The objective is to obtain senior analytical and functional expertise to support Air Force Logistics Management Agency activities. This includes project management, supply chain policy analysis, and support of eLog21 initiatives. The services provided will include analysis and study of a wide range of AF logistics policies, systems, and issues; assisting with the prioritization of AFLMA study requests; acting as a project manager on AFLMA approved studies, publishing the results of AFLMA studies in accordance with the AFLMA procedures, acting as a team member or advising on AFLMA studies when requested; participating in the development of briefings and attending meetings to aid in the implementation of AFLMA studies; providing expertise in the algorithms and mathematical foundations of AF wholesale inventory leveling, requirements determination, and repair prioritization systems; providing AFLMA with expertise in AF retail leveling of consumable and recoverable items; providing expertise on AF equipment management policies and systems; and providing AFLMA with expertise on the development and sustainment of contingency logistical support. Relevant skills and experience required to provide this service include in-depth knowledge of the AFLMA mission, its role as the research arm of the AF logistics community, and the AFLMA study process. Extensive experience with AF logistics systems, policies, and issues as well as an in-depth knowledge of eLog21 initiatives is a must. The contractor must be familiar with AF contingency operations and support requirements. The contractor must have an extensive education in operations management and inventory management to include expertise in inventory algorithms and mathematical approaches to inventory leveling, requirements determination, and distribution. The contractor must be capable of conducting research both independently and as part of a team and presenting the research in a manner consistent with peer-reviewed publications. The contractor must be able to summarize and present complex issues in written and graphical forms in an accurate, concise, and straightforward manner. Respondents to this RFI should provide a brief qualifications and capability package (not to exceed 10 pages). Also include information such as: Company name, address, email, telephone number, points of contact, CAGE code, size of business pursuant to North American Industrial Classification System (NAICS) and respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified HUBZone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This is an RFI only and all information received will be for marketing purposes. All communication regarding this RFI, including submissions, should be in writing and submitted in a commonly used format electronically. Telephone inquiries, questions, and/or comments will not be accepted, and a response may not be provided. All communication will be posted through FedBizOpps for this Request for Information. Please provide the requested information no later than 11:00 A.M. (Eastern Standard Time), 7 September 2007, in electronic format. All questions must be submitted NLT 11:00 A.M. EST, 5 September 2007.
